I seem to be having some problems fitting a rifter. First of all, I always get a mixed opinion on what weapons to fit on the high slots. Some say light gallium ACs, others point towards hybrids. Also since I'm considerably new, I find it difficult to see what a ship is most suited for, as in should I go for a shield or armor tank.
Any insight to help me is appreciated.

Here's my standard PvP fitting, I got it from a corpmate:
High: 3x 150mm ACs, 1 rocket launcher Med: 20k scram, AB, cap booster Low: small armor repper, dmg control, 200mm plate.
For PvE you obviously want to change the scrambler and the cap booster to something more suited for ratting. I like to armor tank, but the thing with the Rifter is it can do either just fine.

I was, I think, .25 grid from fitting my dream Rifter fitting.
Can't remember what it was.
Started with 3x 150mm II's (I think T2) and a small Nos, with a MWD. Can't remember the rest, but it had a scram and web.

My Rifter setup if you have the right skills trained(Mostly in CPU and Power grid skills)
2x 200mm 2x Rocket Lanchers
1x 1mn MWD, 1x Warp Scramer and a medium shield exender.
2x RCU's and 1x Nanofiber.

Yeah, Thats on my list of stuff to train for;) Use an MAPC it will probably be better then 2 rcu's

Engineering 5, shield management, operation, upgrades at 3.
highs: 3x 150mm AC, 1 rocket luancher. meds: named AB, small shield extender II, named medium extender (currently training shield upgrades 4 to fit tech II) lows: power diagnostic system, 2 shield power relay. (energy grid upgrades is next in my training list to fit tech II PDS and SPR's)
you can run the AB forever and not worry about the cap.
with this setup i can solo lvl 1 complexes. in the last room with cruisers all of the room aggro me but my shield stays at 80% with 7 cruisers and 10+ frigs. i was going fast so i dodged most of the hits.
edited to add this: rifter has bonuses for small projectiles, why do you want to use hybrids? go with artillary if you want high optimal range.
