I just traded in a Caldari MOA cruiser ship and bought a Caracel did an all rockets rig, heres what I got.
5x Assault Missile Lauchers
1x Shield amplifier
1x Medium Shield booster
1x Large shield extender
Need some help on more stuff i should get for my Caracel, or skills to train.

Here's some skills that are handy for a Caracal, IMO anyway:
Heavy Missiles
Missile Launcher Operation
Rapid Launch
Standard Missiles
Electronics
Long Range Targeting
Signature Analysis
Targeting
I'm sure there are plenty more, these are just some of the ones I have.

My current PVE Carcal setup is pretty basic but is nice for some quick ratting in lowsec.
5x heavy launchers
1x named AB or T2 AB
1x Target painter I or II
1x Sensor Booster I or II
2x Medium Shield Extenders
2x Ballistic control I's or 2x stabs (depending on how safe you feel in lowsec)

Here's what I use:
High:
5x Heavy Launchers (for cruiser sized target or larger)
5x Assault Launchers (for destroyer or frig)
Mid:
1x Shield Booster II
1x Shield Amplifier
1x Target Painter
You can mix and match these:
Shield Hardener (you choose depending on what you are after. Use Invuln field if you don't know)
Med Shield Extender (WARNING: This will increase your sig radius)
Sensor Booster
Low:
1x BCU
1x Emergency Damage Control or better (these things are awesome for added resistance)
Or:
A PDU or RCU to fit your equipment
I have found this setup to be fairly good. For skills, train up all the missle skills you can. Just check them out on the market, all the information you need is there. Good luck!
