This might be the wrong place to make this suggestion and sorry if it is. I know that bookmarks are a very hot topic and seems to get people fired up on both sides of the issue and I am not here to suggest another debate on the matter. I would like to offer a suggestion that might be a solution. Now this might have already been suggested but I haven't seen it anywhere.
My suggestion is to have bookmarks stored on the local users PC not the EVE servers. Since bookmarks are nothing but coordinates for a system I figure it could be programed to look for these coordinates in a specific folder on the local client's PC . You might ask how this would improve the issue. Well if people are giving the bookmarks to each other through email or other means then it takes away from lag of putting the bookmarks back on the server to transfer or sell to other member of the community. Thanks for taking the time to read this suggestion.

Though this would DRASTICALLY improve server performance, this would be a HUGE security risk. All a hacker would need to do, is find the bookmark data in the client, and alter the X, Y, or Z co-ordinate and he could warp to anywhere he wanted.

Ok a question on this. How is this bad? I know it would mean being able to make safe spots that are way out of the way, but other then this what can be done? I mean there still stuck in the same system right?

It's bad because it would make it easy for hackers to cause an overflow/underflow (warp to the maximum size of one or all of the co-ordinates, fly a bit further and you get an overflow error. This may or may not be a fatal error. It also allows people to by-pass code that is executed when the bookmark is created, which may be integral to preventing people from warping to locations that they should not be able to go.
There's a thread around here that has all of the significant suggestions regarding bookmarks and instas. Here are a few of the suggestions: 1) Remove all bookmarks 2) Limit all pilots to a certain number of bookmarks 3) Allow warp-to-0km to all stargates and stations 4) Corporate bookmarks (reduces the number of redundant bookmarks within a corporation) 5) Starmaps( The idea is that one starmap is equal to one system's worth of instas. )
Each solution has it's own supporters and critics.
