As the title says. I flew out to a belt and killed a couple of rats. I was instantly aggression flagged for 15 minutes. Is that correct that you are no longer allowed to kill rats?

Unless things have changed in my lengthy absence that just relates to whether or not you could dock at a station owned by the NPC group you just attacked. So if you were down in Angel Cartel space and you recently attacked an Angel's ship you would be refused docking permission till the flag dropped.

When you kill rats, you will get a Yellow agression counter. This means you are flagged toward that particular corporation and Concord will not come for vengeance, however ships/sentry guns from that corporation will open fire.
When you PvP, you will get a Red agression counter. Red = Concord will come blow you up, or if in low sec sentry guns at gates/stations will shoot at you.

NOTE: The exception to this is Concord itself, never attack a Concord ship in high-sec unless you're willing to die a quick death :)

Actually it has been in game for a long time (the aggression timer itself). What has changed recently is the fact that you can see the time left on the aggression. Before the change, you couldn't see that but the timer was there.
