I see two distinct stages in a combat pilots life.
First you've got the point (Stage 1) at which they maximize their basic skills in the proficiencies listed above (about 6-8 million sp approx). The second stage is when they become truly specialised in the use of either a battleship or tech II ship and a complete weapon set (18-20mil sp approx).
When they reach that second stage they stand as much chance as anyone against another pilot aslong as their ability to pilot the ship is sound and they don't take on ridiculous odds. However having passed the '1st stage' a pilots chances in a fight against a foe with considerably more skillpoints is increased significantly.
The basic skillset is utterly vital to any combat pilot though. A pilot who hasn't reached 'Stage 1' is at a huge disadvantage against a pilot who is flying the same ship with the same setup and has surpassed 'Stage 1'
A Moa pilot with level 2-3 engineering skills will not stand a chance against a Moa pilot who has maxed his engineering skills and is using the same setup regardless of their gunnery skills.
Stage 1 is a vital step for any combat pilot to reach. Once 'pilot A' has reached that stage the difference between 'pilot B' with 25million skill points and 'pilot A's' 8million skillpoints is reduced significantly.

edit: Just read that back and its a right mess, still I think I got my point across.
In summary, the importance of skill points reduces in a roughly exponential fashion as you approach the 20million skill point mark (rough number).

I've taken 2 out so far in a blaster-incursus. The pilot of one of them had drones 4 and mixed damage types, but with the paper-thin Incursus, i managed to pull it off by webbing his drones one by one - 8 drones take a long time to kill. The only problem i see here is the Punisher's mid slot layout. 4/2/4 just sucks in this case because if you don't have a webber you will lose. And the general layout is AB + Scrambler/Disruptor. Otherwise, i think that the Punisher's tank is very good for this feat. Just remember that very few of the characters in EVE have Drones 5. :)
PS: You need to see what ship he has and what fittings he has. For instance, I would attack a 1 month old pilot in a Thorax that i see has medium lasers fitted, or 200mm rails. I might lose, but i might win. :)

if I'm in a HAC and i see a 2k5 b-thron I go for it, 2k4 and 2k3 I usually don't depending on which HAC
in my experience there's a bit of a border between 2k4 and 2k5
Tho looking at sec status usually gives you the best indication

I honestly think that everyone who says that Punishers and Rifters aren't any good for Piracy simply haven't tried it. Speaking as someone who recently switched, frigate piracy has been an eye-openings experience. 
Flying a Punisher, I've killed lots of cruisers (mostly Caracals), I had a Crow into half structure before he crawled out of scram range, I broke a Raven's shield tank before her two friends jumped into the belt.
Had my fair share of explosions too.
In a frigate, one ransom covers you for the next 5-10 ship losses. More and more you will find yourself thinking "I'll go for it" and jumping in on what people on the forums who've done all the math would tell you are ridiculous and surprisingly often you will win.
