Recently I have been finding it a little difficult to find relic and data sites. And unless I am not understanding a mechanic of how sites spawn then I would like to know when they majority of all eve online players are logged on so I can adjust my scheduled accordingly to increase the amount of sites I can hack.

At what time ARE the majority of players on? We ARE on two distinct time zones which can be generalized to European and U.S. The majority of players, therefore, are rarely on at the same time. The closest you can come is where the late night and early evening timezones overlap; Europe/U.S. respectively.
Greenwich, (or London for the sake of discussion) is five hours ahead of NYC (or Eastern Standard Time). SO...around six p.m. in the eastern U.S. is roughly approaching midnight in Europe. That's as close as that allows. The exception of course, is just after major updates. Even then, you only see more of each time zone than usual. It is rare to see the max Europe population on at the same time as the max U.S. population.
That being said, the ANZAC players (Australian/New Zealand and Oceania in general) are situated neatly in the middle of the U.S.'s and Europe's downtime average. So, that rather sizable chunk of capsuleers, along with Euro and U.S. on at the same time???? Has that ever happened...EVER? I dunnat think so.
Then there's Japan...China...people have to sleep some time. Even EVE players.
Treason never prospers. What is the reason?
Why, if it prospers, none dare call it "treason."

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.

Depends on how you define "majority".
Are you talking about a certain geographic region, amount of actual "players" or the amount of total "accounts" being logged in at a certain time?
Accounts logged in definitely does not represent the total "players" in game... considering there's a vast majority that have 2-3 accounts per player. (scout alts, off grid boosters, etc.)
Peak times tend to be when you see about 40-50K accounts or more logged in on average, and that also varies with the day, too. (try getting into Jita on a weekend, and you'll know what I'm talking about here) |

But if you want to go by my analysis (and who wouldn't want to?) :
If you account for the fact that 78.00% of internet statistics are made up on the spot (not taking into account a 2.7% margin of error), and then figure that 92.2% of highsec is AFK at any given point, and you count being AFK as actually playing the game, carry the 1 (always important, unless its a 2, then carry the 2 half the time), divide by the universal constant formula (22.445/0), times pie (apple), you come up with the times where its most inconvenient to run sites, which is 11:45 - 11:00 .
Since the cessation of their usefulness is imminent, may I appropriate your belongings?

It's less about time of day and more about where you are.
There are a few places I scan and there are always sites to be found. The locals are miners and the populations are low. They know (I do too) that the sites aren't really worth it. Scan time, hack time, overall productivity is in the 250K/hr ISK ratio. They are just smart enough to ignore them. Me, not so much but I scan for A6 wormholes and am clearing the data and relic because A6 are very rare.
Point is, you aren't finding them because you are in a bad spot. The people flipping the data and relic are clearing them so they can run 3/10 sites. Not because they need the carbon and T1 salvage. |
