Consider this example:
Skills I have:
* Small Hybrid Turrets lvl 5
* Small Railgun Specilisation lvl 2
I currently have 4 x 125mm prototype Railguns on my Enyo.
If I buy 4 x 125mm Railgun IIs (using normal ammo!) will they be anymore powerful?

Yes, you inherit an extra damage bonus with T2 rails of 2% per level of Specialization skill, so 4% in your case.
But of course the sweet spot of T2 rails is Spike ammo.

Qft - switching to 150mm Railgun II's and Spike S will give you an optimal of ~50km

I have to say, T2 turrets are way better than T1 counterparts, even if you continue to use T1 ammo.
What I do the rest of the time - Vote for a Jita bypass! |

The reason I ask is because in the Attributes tab, they both have identical Dmg mod, tracking and range.
However it seems that there the tech II variety has the 2% bonus per level of specialization.

Yes, because T2 rails get the damage bonus from the specialization skill even if using tech1 ammo. Tech1 rails do not ever get bonus from the specialization skill.
