I'm just curious, so in no way can I be scammed when purchasing a character from the bazaar?
let's say I make a post and the character in question starts a convo with me ingame to discuss the details,
since it didn't happen on the forum post, would CCP be able to do anything about it if it turned out to be a scam? |

Sort everything out by mail or convo, but make sure you make a thread outlining what the terms are before you do the transaction.

Buying a character is about the safest transaction you can make in Eve, even if details are discussed in game.
CCP do not tolerate scamming when it comes to character purchases and all transactions are traceable.
If you are at all worried, post back in the thread after agreeing on the details in game. Keep copies of all mails sent/received and keep your chat logs until after the sale has been completed.

You can be scammed by people selling characters, but once you report it to a GM they will reverse the transaction. It's not immediate though, and it is a hassle for buyers, so as previously mentioned keep a set of logs.
There are restrictions on how many comments a seller can make on a sales thread to stop them excessively bumping, which is why they tend to reply to offers/haggling/queries ingame rather than on the forums. There are some standard comments that can be made once a price has been agreed that don't cause a thread to be locked. It also helps GMs further down the line in the case of a dispute and speeds up the resolution.
- Buyer makes offer [you can state 'buyout agreed ingame' and keep a record of the amount via chatlogs or ingame mails]
- Seller accepts & requests ISK and account name [make sure they do this from the character being sold as per the bazaar rules, and send the ISK to the character you are buying]
- Buyer confirms ISK/acc name sent [send the account name you want the character transfering to by eve-mail, don't post it on the forums, and don't send the password]
- Seller confirms received and transfer is in progress [at this point you should receive an OOG mail from CCP confirming a transfer is in progress to your account, but bear in mind it takes upto 10 hours to complete]
- You can finalise the transaction by posting to confirm the character has been received
In case of a dispute, contact the seller on the forums in the first instance or by mail/ingame and if you can't resolve it open a support ticket but don't wait for a GM to spot a dispute in the forum thread. Even if you report the thread, you'll still be told to open a ticket.

And this is why you save logs (or at least, let EVE save chat-logs).
This way, you can petition it in case you are scammed with a character transfer that came from the forums (make sure that the chat is linked to the forum in some way - if possible by both parties).
