I fly an arbitrator that I want to use for PvP and would like yalls thoughts on my setup:
Highs: -3 Medium Nos 1 -1 Heavy Launcher 1
Med: -10MN afterburner (can't use MWDs yet) -Stasis Web -Warp Distruptor -Passive targeter
Lows: -2 Small Armor rep 1 -1 Energized Adaptive Nano Membrane 1 -1 PDU
I can't use heavy drones yet but I don't think that matters that much. Anyway yalls thoughts please?

The passive targeter is a bit weird, you probably don't need that. Your target will notice you've targeted him when you start firing anyway.
You've got a decent amount of cap coming in but a paper thin tank. There's only two lows I've ever liked on the Arbitrator and they're dual MAR (with a cap injector in the mids) or MAR + 800mm plate. Unplated setups really need a damage control.
I guess the problem comes down to a lack of fitting, so I'd burn the heavy launcher and probably one of the Nos. Then you can drop the dual SAR for single MAR, drop the RCU for a DC and stick another EANM in. I'm not overly keen on medium nos setups on such a powergrid-short ship, myself, and I prefer to use small neutralisers in the highs, injector in the mids and one of the aforementioned tanks in the lows.
That'll also cover your backside for the upcoming Nos nerf.

drop the passive targeter drop the 2 small reps, fit a med rep. drop the rcu and heavy launcher.

Drop the passive targeter its a crap mod, Switch it for eather a target disrupter or an ECM also drop the luncher and 1 nos for 2 small nos, switch the 2 small repers for a medium repper and if u have the power grid for it put a 800mm plate on

I used to use (I think):
3x med nos, 1x small nos 10mn ab, 20km scram, web, tracking disruptor med armour rep, 2x eanm, 400 plate
5x med drones (hammerheads) 5x light drones (warriors)

i also use the arbitrator in PvP, very nice ship to fly with...
high: 2 med nos, 2 med neuts
mids: 1 MWD (train for it), 1 warp scrambler, 2x tracking disruptor (could drop 1 for webber)
lows: med armor repper, active explosive hardner, 800mm plate (or 400), (kinetic or thermal hardner)
drones:
5 standard drones 5 medium drones
group the drones in light and medium drones... use the lights for inty's and other fast moving enemy's... and use the medium drones on everything else... also use the MWD to get really close really fast... and then orbit your enemy, while you keep the tracking disruptors on him... and ofc, nos/neut him to death...

Well thank you all for your input. One thing I really don't understand though is the point of using small nos or nuetralizers except to put on a large plate. Wouldn't they just be completely ineffective against anything above the size of a destroyer leaving you still ineffective against another cruiser that's attacking?

A small neutralizer kills more cap/s than a Medium nos, for much, much less powergrid.
It has the downside of forcing you to fit a cap injector, but that's useful for a solid tank anyway.
