CCP wants players to migrate out to 0.0 as they increase experience. They've tried a few things over the years to force the playerbase out into 0.0.
The reason for this is to make it easier for new players giving them more resources in empire. Becuase EVE is single shard having 90% of players in Empire means new players find it hard to get a foothold and may not stay. Making it difficult for CCP to increase the player and hence income.
EDIT : Just to add why I think CCP don't really care about the exploiting. We were given a load of bull about data mining and the EVE economy and balancing ISK sinks and faucets. So how did data mining not pick up the complex issue? If its not an exploit then it should've flagged for balancing. So the data mining balancing thing was a load of tosh or CCP knew about the complexes.
This is CCPs greatest failing, they continue to try to force the player base into their vision rather than accepting that many players vision is different than CCPs.
It is the same failing that SOE had in SWG. If you fail to listen to the playerbase and provide for the majority of the player base, which we all have to admit is in Empire not 0.0 in EVE, then you are going to lose said player base in time.
6 months ago a good friend from SWG said he was afraid Kali was going to be the NGE of EVE. The more I've read of the changes, the more I"ve heard about it, the more afraid I've become that he might just be right.
No game can survive if you cater only to the smaller player base, which in EVEs case is 0.0 play. You have to ask yourself, why are people not moving to 0.0?
Nerfing anything in Empire only hurts new people coming into the game. I've not heard of anyone moving to 0.0 because of the mission changes, because of the changed mining fields, or the rearranging of agents. So why aren't they going?
The reason is very complex and is not limited to one issue, but the principle reason as far as I can see is that many are not wanting to or willing to accept the risk of being constantly shot at by others just to make some more isk.
The established forces in EVE have such a control on the strangleholds that it is practically impossible for anyone else to move into 0.0 with any sort of numbers. It is this same reaons that low sec in these strangleholds is actually more dangerous than Empire or 0.0 in many cases.
As I said there are many reasons but this is one of them, if you live in 0.0 you still have to return to Empire at various times for various things, thus you need to have a more secure method of travelling between the two.
Another problem is that to thrive in 0.0 and even low sec to some extent you need access to tech 2 ships and equipment. However the current unbalanced system of BPO distribution for these makes them cost 10 times what you can get at 100% insurance. Prices are only going to continue to rise as more people play the game unless more BPOs are seeded. There are some equipment BPOs that are tech 2 where there are 4 or less in service, no way can that few supply what needs to be done.
In short want more people to move to 0.0, you need to reduce the cost of living there such that the average player can live there and still have fun even if they lose a few t2 ships.
