I wouldn't mind confirmation on this:
My observation has been that you receive agent offers more often if you run missions for multiple agents. If I run 10 missions for the same agent, I may or may not get an offer. But If I run just a couple for one agent, then a couple for another, I wind up with an offer from both.
I don't know if this is coincidence or programatic, but that's what I've seen.

Here's my understanding of how that works. Agent offers are based on your loyalty point total with *that particular agent*. Loyalty point totals are exclusive to the agent you're working with. Whenever an agent chooses to present you with an offer (which I believe happens every 0-5 days), he picks the best item he can offer you based on your loyalty point total. There may be several items which fit that description, in which case he chooses randomly from the picks.
You have two choices at this point. You can either accept the offer and spend all the loyalty points you have built up with that agent thus far, or you can pass on the offer and continue building more loyalty points on top of your current total so that the agent will offer you something even more valuable the next time around.
So, you could scatter your services around and build up several small loyalty totals with a handful of different agents, or you could focus your time with one agent and get superior offers (although not nearly as often). Staying with a single agent will get you to the better offers more quickly than spreading your time around on multiple agents. But, with multiple agents you get more (lower quality) offers more often.
Someone please correct me if I'm wrong in my understanding of this. I'm still pretty new, but did some digging recently into how agent offers work once I noticed I was earning loyalty points.

The offers from your agents are based solely on the number of loyalty points you have with that individual agent. There is also a degree of randomness to it, but if you give it a day or two you're virtually always going to have an offer waiting, provided you have sufficient loyalty points.
The offers from level 1 agents really aren't that good, and often require you to lay down collateral, or run drugs or something. You should pretty much ALWAYS refuse missions that require you to run drugs or other contraband. There's a reason they offer that much money!
A quick bit of searching will find the loyalty point benchmarks, i.e. how many you need to have to get a given reward. The only one I can think of off the top of my head right now is that a level 3 agent offers a +3 attribute implant at 15,000. Don't be afraid to turn down special offers in favor of better ones, it does not hurt your standings.
That got a bit off the exact topic, but hope that helps.
