it IS, by design, primarily a PVP game - PVE missions are there to give you a way of making money, testing load-outs/tactics and to give you some downtime away from PvP, should you choose it.
same reason there's high-sec, low-sec and 0.0, so that people can make choices about what they do.
and you don't wanna PvP, that's cool, that's your choice & that's why there's empire space - but you're just unhappy that your top-end PvP ship can't farm mission to your heart's content - so i give you a consolation "waaaaaaaaaaaH' to take away with you
