If you are going to fly a freighter in Hi-Sec, then be at the keyboard and fly with an escort. By having other ships flying with you, then it makes it harder for the bumpers. And gives you a better chance of surviving an encounter with bumpers and gankers.
AG can't protect everyone and surely can't protect anyone who is AFK flying. |

If bumpers have to "pay", by means of a speed nerf, to "hide" in NPC corps then miners and haulers should have to "pay" by having their respective yield and cargo capacity reduced by the same amount as a consequence of "hiding" in NPC corps.

I was also thinking there should be a timer on everyone in NPC corps. This timer adds 1 minute waiting time for docking and jumping.

- 75% reduction in speed.
- 75% reduction in EHP.
- 50% increase in taxes.
- 1 minute timer for jumping, warping, docking and manual manoeuvring.
- And last but not least, No access to a MWD.

If they get suspect flags while flying anything larger than a cruiser that would teach those bumpers and fix the problem where you can't wardec them.

Personally I would prefer some sort of collison mechanic which would not be limited just to ships but all structures/rocks in eve but I would guess that might cause too much crying from the gankers and bumpers. |

I've just had an interesting Email conversation with some Nigerian Business men. Nice chaps really, they just needed some help with moving some money over here and I thought I could help.
Anyway whilst we were talking, I happened to mention this issue and we brain stormed it for a while. I think we may have arrived at the perfect solution.
It's called the 'He looked at me funny' module.
It can only be used by people in a player corp and has a high slot fitting. It has 1 PG and 1 CPU requirement. When activated, you gain 100% capacitor regen plus 100% more damage when applied to anyone in an NPC corp.
It works like this.
If you suspect someone close to you who is in an NPC corp and you think they may be eyeing you up, you can activate the module. It them freezes the movement of ALL NPC corp ships nearby, rendering them unusable for 1 minute.
I think it's balanced and in no way OP.

All npc ships should have a restrictor placed on them that slows them to 25% speed damage tank, and yeild
Npc corps can't vote in the CSM

There should be a shoot on sight on all npc corp players for corruption All npc players need to pay a miner permit for each bet they mine.

Its funny people who frequently risk billions of isk worth of ships and cargo are called carebears by people who dare not undock in anything other than a 7million isk ship. But that aside I am glad you like the idea :). |

Okay, so you want to only target bumpers? Great. But there's still a huge problem: where do you draw the line between bumping into a ship by accident, especially at a crowded station undock, and deliberately bumping a ship in order to impact it in some negative way?
Two bumps? Three bumps?
Bumping it going fast enough?
Bumping it by hitting approach?
How do you tell the difference between someone bumping a freighter to keep it from warping, and someone bumping into a friendly Orca that they're approaching to get into range to offload minerals? It's like art: you know it when you see it. Unfortunately, the server isn't an art connoisseur and it needs a very clearly constructed set of rules to define aggressive bumping before it can impart any consequences.
"Bumping" is incredibly subjective. Until someone can come up with a 100% accurate, objective way to differentiate between deliberate bumping with the intent to cause harm and accidental bumping, there really isn't anything CCP can do to punish bumpers outside of reporting persistent bumpers for harassment. I'd wager that the subjectiveness of bumping is a large part of why they allow it. It's not like Crimewatch where there are very fixed and clear criteria for triggering responses.
