I mostly (borderline entirely) PvE and have been switching between Webbers and Target Painters trying to figure out which is best.
I know for PvP webbers are 2nd to none, in addition to slowing down the target making them easy to hit, they also give a distinct psycological advantage as the person affected by it feels trapped.
For PvE though I'm finding on the whole the target painters seem to help more with accuracy for both myself and my drones. My light drones have been able to take down the interceptors I've run into in level 2 missions quite easily, even the Med drones don't have too much trouble and can take them down.
Could this be simply because I am using railguns and tend to have the drones fight in as long a range as possible? Conversely when I'm using a webber they are within 10k of me and my rails are struggling to track them (given I'm moving at the same time) since the relatively velocity is different?
I'm planning on sticking with painters for now, at the very least on on my long range combat ships, however I'm curious as to the percieved difference in effectiveness between the two. Any insights would be appreciated.

Painters tend to help missles and drones and webbers help guns.
Reason is missles have no trackign and unless your target is extremely fast signature radius is more important than speed. Light\med drones can sometimes orbit too fast for their own tracking when the target is webbed.
Turrets are opposite and can hit targets up to max range quite easily but transversal velocity matters alot and webbing lowers transversal by huge amounts. -----

Simple answer is painters rule outside of webber range. Long range guns track better beyond 10km. So painters are good for long range guns when shooting beyond 10km.

If you aren't using missiles or firing in your falloff then I wouldn't bother much with a target painter. Theoretically it is still helping you a bit (your drones) but probably not much. It sounds as if you don't much need the webber either so it probably doesn't matter much. You might consider a tracking computer or perhaps a sensor booster based upon your playstyle.

Ive been running dual 30% painters and a fleeting weber on a little blaster/rocket merlin
helping a mate run missions in a raven....and what ive have found with my little frigate sised guns..painters help the most!!! by increasing the sig radius of the target ship in comparisin to the sig resolution of my blasters ..i almost never miss and i get very few light hits...most are hits or excellet hits
blasters tho have very good tracking to start ....so webing is less of an issue
However as you move up in gun sise or change to long range guns *Tracking Vs tranzversal* becomes the bigger problem compared to *sig res Vs sig radius* so webers become the better mod especialy in close quarters
P.S doulbe painting a crusier with a raven lobbing crusie misle hurts...
