I've found numerous fits for missile boats to run 4/10s, but haven't been able to find any for Amarr Laser cruisers. What would one look like, I understand resists, but what about the other mods? |

possibly laz0rs
drones could help too.
And the reason why missile boats are good is because they can orbit at the highest velocity possible without hurting their own damage as missiles don't depend on tracking.
Though laser cruisers are more than capable of doing 4/10s |

The problem T2 lasers ships have is that their T2 resists don't mesh well with laser damage types, so either the tank will be mediocre or applied dps will be terrible. If you do sites vs Sansha you get TDed to fck so without drones it's going to be annoying to kill orbiting frigs. Against Blood Raiders it's downright dangerous; if they catch you they'll scram, web, TD AND neut you.
Some escalations (even from high sec sites) will neut you from 40km away and even a Stratios with a large battery will be out of cap VERY quickly to a point where you even lose hardeners (hence me fitting a plate, which normally makes no sense for PVE), and that's without firing cap hungry lasers.
they're far from ideal, sadly. |

Some delicious stats...
You can fit all this with just a power-grid implant or drop a Nano Pump and add a Ancillary Current Router if you don't want to rip out an expensive implant just to make this fit. The Sansha sites are alot easier to finish than the BR because of the nueting (part of the reason I went for cap longevity compared to recharge) however both can be done if you keep you transversal up and speed tank a lot of the incoming DPS with your high base speed and small sig, things the Zealot lack. Don't get me wrong, Zealot is a great ship just not in this capacity. Navy Omen is just better than it in the areas that count the most when it comes to running and completing DED sites in a respectable time frame. ONI has better cap amount, speed, signature radius, a drone bay (which is crucial when you're dealing with scramming frigs), agility, armor buffer and cap recharge.
Here are the stats side by side for comparison:
Omen Navy Issue vs Zealot
Zealot is an awesome armor HAC fleet ship but ONI has it beat hands down when it comes to running DED's. What beats both of these ships tho is a Stratios, that thing is absolute beast...with a cloak.

I'll go ahead and endorse the ONI too. But what's wrong with SMCs on (some) cruisers? If you're not going for cap stability you usually get better performance there than witih CCCs. |

SMC increases total cap and thus indirectly recharge, but for a lower amount than CCC affect recharge for the same reason that rof bonuses are more potent than damage bonuses. So CCC gives a higher recharge than SMC and generally that's what you want to have in a prolonged scenario.
However, people tend to just look at cap stability numbers in the fitting window and there SMC give better cap depletion times due to increased total cap but that still doesn't make up for the fact that actual recharge is lower. |

Generally Sansha ships are shield tanked, you could armour tank them but the limited amount of low slots means you'd be low on heat sinks and it still wouldn't be amazing. Problem with shield tanked ships (non T2/T3 Minnie ones) is that they suck tanking EM and thermal, which is what Sansha/Blood raiders do. |

So you haven't flown a Sansha ship at all. That is fine, I have.
In order so something to do damage to that ship, they need to hit it first.

SMCs are there to extend effective runtime. CCCs are there to see if you can't make that infinite. The goals are actually quite different and if you're not going for absolute cap stability SMCs often provide a much longer runtime from their combined buffer and recharge increase than you'd see with just a recharge increase from a CCC. |

Yeah, it'll be great! Being webbed, neuted and whatnot. Unless you kite like mad which effectively means you're wasting a ton of time. Making the ship, while it "works well" not good at that role. |

And what that role be?
You seem to not have much experience with NPCs, do you?
No problem, I'll enlighten you. Their tactic is to hit 'approach' you until are within optimal gun range, then they change to 'orbit'.
In order to get in that 'orbit' range, they have to get in range first and the Phantasm is the fastest boat on the grid.
I wouldn't put an armor rep on unless I have to after the site is run and I don't like the repair bill.
You know there is a think called active tank that you can fit a Phantasm with and heavy beams will slice all Blood Raider NPCs in two pieces.
If you don't think it is possible, I suggest you take her for spin on SiSi and test it out.

Kiting while fighting NPC that TD you doesn't make much sense.
I'm not saying it's not possible, I'm saying it's not optimal. Ships that can just sit on the gate while killing triggers (no need to kill everything) and being able to deal with the incoming damage while doing so will always be faster than ships that have to move away to survive/get their weapons to work.
Many times I enter a site and someone is kiting 20km+ from the gate (sometimes much more), I just go "lol", kill the rest of the triggers (and hope to scare off that other guy because of npc spawn) while sitting on the gate and then activate it. If you enjoy that style or ship then by all means go for it but from a min-max pov it makes little sense, especially so as exploration is a competitive business.

On that note, I was doing a Blood Raider Blockade level 4 in my Navy Scorpion and there came a burst into the room and started to collect my loot. While blinking in that ever tempting red, I decided to let him deal with them - hehe.. a few minutes after I docked he flamed something in russian I think in local.
I know that Sanshas to tracking disruption, which is fine, heavy beams have very long range and if they decide to tracking disrupt me, ok I just shoot them with Aurora M.
Blood Raider can be nasty with neuts, but they need to be in range first. So as you said I am kiting them from long(er) range and they go boom.
I was talking about the Blood Raider Monastery since it is a common DED 4 / 10 rated complex and even though they can put heavy neut pressure on you, you can keep your distance with an active tank (which did cost me all my cap boosters) and make them pay. I cannot use pve fit ships anymore, so all of my fits will be for pvp and since the NPC AI changes, they don't like to be webbed and scrammed anymore, so all of a sudden they keep their distance.
But the loot-fary wasn't nice to me - some dark blood radio crystals and a tag..
Oh and you can do the Blood Raider and Sansha havens and santums with the very same fit, since the giant blobb of NPC battleships cannot hit the 'tiny' Phantasm - even if you go buffer fit.
But if all fails - Gila is the ship you are looking for (now sexier than ever).

Sac has a awesome tank I could just never bring myself to lug around all the ammo it requires but if you don't mind that then it is an excellent ship for PVE activities.

Well that's the issue, it's Amarr T2 and thus it gets explosive/kin resist bonuses, which is no use in Amarr space. So its amazing tank is actually kinda meh. |

I know you asked for lasers but I use an Ishtar for all high sec ded sites. (grrr ishtar!) Just wanted to comment on the Blood 4/10.
I find the blood 4/10 to be the easiest because they don't get close enough to hurt me. I fly into the first room, deploy bouncer II's and kill everything from the warp in point. They don't even agro me!
In the second room at most I might get some of the missile towers to shoot at me but the cruisers don't come close. Drop bouncers and kill the structure. Use an mtu for getting the loot. The cruisers will start moving slowly towards you when you first get there but will start moving away once you kill the structure.
Have not tried this tactic with sentries on a stratios but it may work also.
I would imagine that anything that can apply enough dps from about 60km to kill everything without having to move would do well here.
