Now we will never get this but lets have some fun with the ide 
Rules:
If you take a bonus your race does not have its 50% efective (caldari drones bonus)
No Capital ship bonuses on other ships.
No 99% bonuses.
Tec I has 2* bonuses and Tec II has 4.
Now lets start with somthing silly like:
Apoc with tormentor skill bonus 
5% bonus to cargo capacity and 20% bonus to mining laser yield per level.

Burst with Mammoth cargo bonus + probe cargo bonus (what, you never said I couldn't have two the same)
Fit it with an expander I and at full skills you'll have the equiv of 4 miner IIs and 518.55m3 cargo bay.
Seems good to me.

Raven with a 7.5% Shield Boost Bonus insted of the Missile Veloicty Bonus.
Cuts down Torp range to something slightly more comparable with other races high-damage weaponry, whilst ubering up that tank. Only slight issue is the possibility of EVE Super-Easy mode.

OMG, do you realise that with a gist SB and good hardeners this ship would be totally unbreakable?
It's bad enough that a well (faction) fitted raven is nearly unbreakable already. I can't even imagine if you added another 30 or more (non-stacking) resists.
I once saw a faction fitted rattlesnake take on a lvl4 mission AND 10 pilots in T2 ships and tank for more than 20 minutes. It was insane. The only reason he died at all was because he was finally nos'd down.

Or alternately... I want a dictor with interceptor acceleration and sig radius.

I'd like to see a close range Battleship\battlecruiser with a speedbonus, e.g. Megathron with 10% per level velocity bonus.
Although maybe thats coming in tier 3 bs/bc i dont remember
