Could somebody help me understand what was going on here...
I went into low sec 0.4 and flew around a few belts looking for rats. Decided to leave after a while and so warped to the gate..
Two players were fighting at the gate, both were flashing red to me, one had a skull on his name.
COuld i have targeted them and attacked? Would gate security have opened fire? Why were they flashing red if they had not aggressed me?

Likey they was flashing red becuase they had illegally attacked someone, giving them a Global Criminal Countdown. --------------------------

They were flashing red because they had very low security status. If you aggressed them, then the sentry turrets may have fired on you. They may have been firing on the other two ships already, so wouldn't target you, but there's no guarantee.
The skull simply means that one has a Bounty on his head, to be collected by the lucky person who pods him. If I recall, podding someone, bounty or no, carries a rather massive security status hit. Someone may correct me on that though.
Also, if you had fired even a single shot, the warp gate would have been closed to you for a short period. So if you got into things, and it started to turn ugly on your part, the gate would not be available as an 'out'.

they were flashing red because they committed a crime, ie..shooting at each other. they were red to you because they are in empire space and that makes it a "global" crime. anyone can shoot at them for 15 minutes. if you had shot at them, one of them would probably have killed you. the skull means he has a bounty on him. welcome to low sec

FFS, they were red because of either one of three reasons, two mentioned in this thread.
1) They had committed an aggressive act; i.e., both were gatecamping together and attacked a non-outlaw pirate. This criminally flagged them, and would have had the sentries opening up against them. 2) Both are under -5 sec status and are therefore outlaws, free game to all of EVE that wants to shoot them. 3) They're blinky red because they're at war with you.
More than likely from what you described, one pirate saw the other and went for them, resulting in the fight you witnessed.

Thats wrong - If they are flashing then they are either -5 sec status or have recently (within 15 minutes) attacked someone else illegally.
you can fire on them without the sentries intervention. -----

Can someone confirm that you need to pod the pirate to get the bounty? And what about the security hit?

Yah; you need to kill the pod to collect the bounty.
