This maybe a stupid question but how does one go about getting their hands on a T2 BPO? I know it has something to do with R&D agents but how does it actually work?

If there are still any bpos not issued then you would need to find a research agent (R&D on the list) and then would need to have the correct science skill to use that agent (see agent info for that one). Then you convo and then you start accumilating research points. Once every period i have yet to bother determining there is a lottery and a bpo is given to one of the players. There are daily missions you can do to boost your rps but they are not required.

Serious reply: you need access to a research agent, a research skill. Once you have both of those, go to the agent, start the research job, and get religion. You can do missions to increase RP for a day (double) But this is not recommended. CCP will seed T2 bpos into the respective lottery pools.... someday. The pools have been bone dry lately, although I hold out hope that they will seed some in Kali.

1. Train Social skills up a bit to help you in raising NPC corp standings
2. Train Science skill up.
3. Start running missions for a corp with an R&D department like DuVolle Labs, raise your standings with that corp.
4. Look at that NPC corp's list of R&D agents and find the one you eventually would like, see the field of research that has available, and train the science skill which applies to that field of research.
5. Keep doing missions, as your standings start going up switch to better agents which have become available to you so that you can get standings faster.
6. Once that R&D agent is available to you go to them, talk to them, start research in the science field you trained. Once research has started you need not ever go back to them again until you have a T2 BPO offer.
7. Wait 1-2 years for a T2 BPO offer

I'm not that desperate yet myself though 
I've not yet given hope on a T2 bpo, also to increase ur chances a little, don't go for all the hot T2 items (ships for instance) but try your luck on the less expensive ones.
another thing btw, with kali comes a way to create ur own innefficient T2 BPC's, or atleast thats what all the devblogs are pointing towards.

anyhow T2 BPO's, ummm stick with T1 BPO's if I were you...
start with frigates, move to cruisers then battleships, theres enough to be made on t1 ship production if you know where to sell them.
Owning a T2 BPO just makes you paranoid anyway

I don't think you have killed me, and if you tired it'd be likely either i died or you died.....all my fights seem to be all or nothing. 
Thanks for your help guys, I think I'll stick to T1 BP's ATM. I didnt realise the hassle of T2 BPO's.
