Theres no 'Best' In eve Merely best for situations. IMO, the best all rounder setup is - 2x Neutron blaster, 2x rocket launcher Afterburner, Web, Scrambler Small rep, Dcontrol, Magstab
Im not sure if that fits totally, but its roughly what I like --------------------------- Yarr, I be teh griefz0r! I pwnz0r your sig, muahaha - Tirg Noes i got beat by a girl >.< - Xorus |

You won't be able to hold cap w/ that setup.
IIRC I used:
2 Ions, 2 Rocket Launchers AB, Webber, Scrambler SAR, 2 Cap Relays
For NPC'ing, swap out the scrambler for a cap recharger.

What are the Dcontrol and Magstab?

That would pop to about one of my Warriors, while the rest went out to lunch.
A DC is essential to iron out the dire explosive resist and use the structure buffer, and I highly recommend an explosive hardener (active or passive). If there isn't cap to run an SAR, then don't fit one.

First, allways say what youre gonna use that frigate for. The two setups that are posted above are for PvP, while i strongly doubt that you are looking for a PvP setup.
Dcontrol = DCU = Damage Control. Boosts your resisnts in Shield, Armor and Structure. Magstab = MFS = Magnetic Field Stabilizer. Boosts your Hybrid Turret's damage modifier.

Drones will pop any frigate, so that's a dumb argument.
Resists on a frigate w/out a repper buy you an extra few seconds. With the right cap usage/gun setup the SAR can run for quite a long time and this is by far the way to go. I used to beat rifters, so called uber frigate all the time w/ that setup. It worked for me.

Okay fair enough. Now does that punisher have dmg controls and no repper or a SAR and cap relays?
Thanks for proving my point.

Good point, so what would a good setup be for a new character who mostly wants to go after pirates and do low-level missions in high security space for now?
I play with the OP, and we're just looking for a decent setup that will let us have some fun and maybe work on standing a little bit while we're grinding away at mining to earn some cash and the endless learning skill-ups.

Proving what point? 10% explosive resistance and 0% in structure means you'll die to a Warrior (the most common anti-frigate drone) in seconds, before you even get a chance to activate your repper. A Punisher has much better base resistance, but still won't last long to a pack of Warriors without the same hardener.
Reppers aren't the be all and end all of tanks. Plated, resisted setups often have much better durability, particularly when capacitor is a concern (as you claim it is). A Tristan with a DC and explosive hardener will last a hell of a lot longer than your SAR + no resistances, even without an SAR.

Yar. If you know the resists/ship setup of your opponent and that he's going to attempt to armor tank, certainly bringing along the right drones for the job will make it difficult to pick one setup that wins here.
In my experience I think a sustainable repper is typically more effective in most situations. Bring your warrior's against a different setup that instead relies on shield resists and the outcome will be different.
Guess we'll have to agree to disagree on this one.
