So, I've been playing for about 3 weeks and I've been looking through the forums and looking at setups and such, but for the most part, the only "sniper" build I have yet come across involves buying a Tempest, which I have not the ISK nor the skills to use. So, if I'm looking to keep at a long range and do decent damage (at the cost of defense isn't a big deal), what are my options? Right now I'm flying a
Rifter
280mm named artillery projectiles x2
standard rocket launcher.
Suggestions?

Good suggestions. How does a Destroyer fair in PvP against things that aren't Frigates?

if a charater can't afford/have the skills to fly a tempest, t1 destroyers would be a better recommendation

its a firecracher :(
i would shoot for the rupture.
Rifter with 250's is a decent sniping frig, rupture with 650's is nice too.

True enough if we're talking cruisers and up. However, I'm quickly discovering that my Thrasher is death on mining barges, haulers, and even cruisers fitted for mining.
