Everyone in my alliance and most of the people in my corp are "blocked"... I didn't set this... it just happened. Only a few people in my corp or alliance are still unblocked. I can not "unblock" them. Rebooting doesn't help. WTF is wrong? This is absolutely infuriating.

Helo, have you tried clearing your cache folder which is located inside your main EVE folder on your hard drive? There was a guy in the ingame help channel with this problem a couple of days ago, it sorted the problem out for him.
Note though that deleting the cache folder may cause problems if you have bookmarks all stored in folders as it will delete the folders, meaning you have put them all back in folders.

I have the same fault, although not everyone is blocked. The thing is, they don't show up in the "Blocked" list in eve mail or People & Places.
I did find, though, if I add them to the "allowed" list, it fixes it. For that person, at least. I really don't want to have to add EVERYONE to allowed. I also have no wish to delete my cache and scramble all my BMs... I just need to find exactly which part of the cache to delete...

Oh yes, also, if you try to add them to the blocked list, it says you cannot. Even though my list says, "YOU HAVEN'T BLOCKED ANYONE YET"

OK, FIXED!
The problem was that I had been making some changes to my settings in game to EveMail.
Open Eve-mail, R-click Inbox, select Settings. Go to the General Tab. Under the box Default Access, Select "Allow" instead of "Block". If you have block, the only way you can talk to anyone is by specifically adding them to the allowed list or your addressbook.

Thanks Womble... I will try that the next time I have a problem. Turns out that Myvek's solution worked. Problem is fixed.

I had an issue where someone who ganged with me to do a complex was added to blocked after DT, I never added him.
I managed to remove him without error.
