technically you are degrading an affected ships ability to lock. Not just you but anyone caught by it. So it is aggressive.

are you sure it is classed as aggression? It never used to be at least, as i tried it myself once and had no act of concord against me. That was some time ago though so things may have changed.

You can use it without it causing aggression so long as only corpmates/war targets are within its range when it goes off. Anyone who is neutral or anything that belongs to a neutral within its range when it goes off will trigger concord.

Well if has a very short range and I think if it is not successful in jamming then it doesn't class as aggro. Kind of like missiles not counting until they hit.

ECM Burst is a ECM smartbomb. If you are ECM'ed yourself, you can ECM bust the enemy if its in range, thus you both become... ECM'ed.
It has to be an aggressive action - otherwise what would happen is people NPC corp people could ECM bust, say empire wartargets with impunity.
My view on ECM as a whole is that it is perfect - Bar the 30 second jamming cycle :)
