I'm in-game as Gallente. I'm 30 days old. I've got 18 total agents. 6 of which I do missions for fairly regularly. 2 of those I do most of my missions with. The 2 agents that I do most of my missions with I have a 8.08 and a 5.19 standing with. The other 4 are around 1.75. All these agents have a "quality" of between -19 and -15. The 2 I do a lot of missions for have -16 and -17 respectively. I seem to be doing the same missions over and over, "Rogue drones", "Mordus headhunters", "Fallen Comrade", "Mordus Transport" etc.....
What do I have to do to advance to LVL 2 missions? Concentrate on a certain factions Agents?

You've probaby done it already, but you have to find the agent on his "home" world. You can find agents available to you in a couple of ways. One way is to use the map and set the display setting to agents. Another is to open your character window and click on standings. Under standing "liked by", look for the corps that like you and right click on them to "show info" on menu. A window will come up with an "agents" tab. There you should find what agents are available to you and where they are located. With your standings I would expect that some level 2 agents should be there... Give it a try..

All you need to access a level 2 agent is enough standing with the agent's corporation.
You can get this without running a single mission, by training Connections skill to level 3.

I go to where the agents resides (home world) to conduct business. I'll try the other approach as well.

i have this problem too, not sure if you know about quality but positive quality is better i think

Connections skill...ill have to remember that. I was stuck just looking for an agent that would give me a mission for the better part of the day.

Pretty much all of the skills under "Social" will benefit you when mission running. Connections being the best one to train up first. Be aware that level II missions are more difficult than level I's. Level II NPC's use webbers, so be ready for that.

It's not getting access to level 2 agents that's my problem but how do I get the required skills to upgrade my weaponry so that I can deal with those pesky NPC's the agents send me up against.
Is it possible to find agents that set tasks more in line with your chosen profession ie. miner?

No way to break this gently to you so....
Miner != Missioner. Either learn combat skills corresponding to the level of missions you wish to run, or stick to just mining and buying all your faction specific gear.

.... or use agents who give predominantly courier missions and turn down the combat ones.
iirc Archives, Storage and Manufacturing agents give mainly courier missions. If I'm wrong I'm sure someone will set you straight! 
It is often possible to successfully run missions for a higher level agent if you do courier work. The lp and isk rewards will be lower than for the same level kill missions but they may be better than kill missions for a lower level agent. I.E. maybe better to do L3 couriers than L2 kills.
