All those characters that have become Perma Banned by the GMs for exploiting, harassment, and whatnot..... some of them in the 20+ Million SP range...
And we all know the characters still exist someplace in the server
I think CCP should auction off these banned accounts for ISK or Real Money. Why not? Kinda like a Police-Auction. I think a lot of people would buy some of these characters. I know of two banned accounts I'd definatley buy =p
Afterall, they are CCP property and they are still on the server someplace just taking up space.

Then perhaps they should delete the character data of banned accounts and stop stuffing the server with garbage that is never to be used again, no?

It's a stupid idea:
 Those banned with multiple accounts can buy their characters back again.
They are BANNED characters, they should be deleted from the database not resold.
Train your own damn characters and stop looking for excuses to create a ligitimate form of ebaying within the game.
It will never ever ever happen (think this was confirmed by a dev recently but not sure) so pointless wasting your breath arguing about it.
[EDIT] Oh and post with your main (If that is your main then stop being so lazy and play the game properly instead of ebaying).

While I disagree on charcter sales,
I think that reseeding items lost via a banned account must be worth while.
