IÆve been flying a Viator for quite a while now, and I love this ship. I hall in 0.0 and IÆve never gotten caught in a camp (but IÆm careful, itÆs not all the ship you know). I kind of want to blow the training time on Minmatar industrial V for the Prowler as itÆs supposed to be better, but IÆm not sure.
Incidentals: The Prowler has a slightly better capacity (not counting possible expanders), the ability to mount 2 Tractor beams (not so important but nifty in the right situation), and has better base speed and agility.
The real issues: The Prowler can put on a very, very solid shield tank and leave the lows free for stabs and/or nanos (never used stabilizers).
Though you are wasting the bonuses, a Viator can put on a reasonable shield tank. With an active EM you have 50/60/70/40 resistance, but 25% lest boost and possible cap issues. Or you can put on a solid armor tank and use more ECM.
My issue is that a BR is not really about tanking, but about æwarp outÆ ability. Ultimately the Viator has more æwarp outÆ ability because of the 3rd low. The ProwlerÆs agility/speed edge is outpaced by the ViatorÆs ability to mount an extra nano (according to my math, could be wrong here). Also, if you are going for full on stab, you get +5 points with a Viator (though this is less/not important when dealing with bubble camps).
My whole dilemma is based on the fact that IÆve never had the shield tank on my Viator seriously challenged in PvP. IÆve never really gotten stuck deep in a bubble at a big camp, so the most IÆve taken is a volley or two on alignment. Sure the shield tank on the Prowler is much more stout, but if you are taking a real serious beating, it probably means you canÆt warp out, and you are toast anyway. The question is, can a Prowler hold up significantly longer if trying to escape a bubble for example?
Anyway, anyone who flies both have a suggestion? IÆm training up Recon stuff for multiple races ATM and I donÆt know if the training time is worth it for the Prowler, since I can already fly the Viator.
PS: Obviously IÆm not really considering armor tanking my Viator for PvP in this thread. IÆve considered ECM as a defense, but I like to use nano/stabs to be able to get out, and get out fast.

Prowler is great, the reason for flying it? twice as much firepower as any other indy! Die low-level rat spawns! Also with funky lightning.

Prowler is great, the reason for flying it? twice as much firepower as any other indy! Die low-level rat spawns! Also with funky lightning. Those are the real reasons for flying it ^^

The big problem I had with Viators is that they can't fit the standard 4000 m3 pos module without an expander. Once you put an expander on they lose their agility. I'm sure I could have taken that last camp (Stiletto, 4 frigs, 25 assigned Fighters) in her without the expander. 
My Viator has taken volleys from snipers, close range Zealot + arbi attacks, large gangs of incompetents and had no problem before warping out. Even that last camp would probably have been okay if I had mwd-ed it back to the gate. I think the Prowler would be better not for the tank but for the slightly larger base cargo and more agility.
You would also get the Mastodon which has a nice tank on it compared to the Occator without giving up lows (or 70 million ISK).
I don't think the difference is worth retraining since you can already use the Viator but it's worth considering for someone starting from scratch in both
