The skill Long Range Targeting enhances your locking range by 5%. Base locking range is determined by the ship your flying.
Check ship info for details.
Remove insurance.
This thread is the reason, why CCP should stop advertising any aspect of EVE PvE

Each ship has a base locking range that is tied to the ship.
Then skill above and any fitting related changes are applied to that number.

When ever I have skill related questions like this I use the market UI and go into skill books and bring up the category I'm interested in, in this case targeting, and when I click on it and the list comes up I just read through all of them and you can see which you can train and which you have trained and how high you have them trained so it's very useful. Also doing it this way allows you to see some skill that would be helpful but you may not have known existed.
I think browsing the market for skills, mods and ships is a good way for newer players to get familiar with the game and what is available. I recommend window shopping all the time for this reason. |

As an addendum, this is one of the reasons I like Eve Droid so much. Makes it easy to look up different items, skills, ships, etc. when not in game.

You could also get a boost in lock range if a squad, wing, or fleet commander has leadership skills and, especially, if they're flying a battlecruiser or command ship with an Information Warfare Link - Sensor Integrity (I or II). |

I endorse this advice.
The other thing I'd add is that larger ships generally have longer lock ranges than smaller ones. On the flip side, those larger ships usually struggle to apply any damage to close range targets.
The module "Prototype Sensor Booster" with a "Targeting Range Script" (which is slotted into it like ammunition but is never consumed) will add a *massive* 52.6% to your lock range, and more expensive variants of that module will add even more. Giving up a medium slot for this effect is sometimes worthwhile.
