Just a little advice if anyone can spare the time and expertise...
Currently I have the cap recharge rate of a 3 legged camel ...... what skills / Hardwire implants do I need to train / have to have maximum recharge rate.

Energy Managment = 5% extra cap
Energy Systems Operation = 5% reduction to recharge time
helper skills:
Controlled Burst : 5% reduction in cap use for firing guns
Fuel Conservation : 10% reduction in cap for ab use
High Speed Maneuvering: 5% reduction in cap for mwd use
Warp Drive Operation: 10% reduction in cap for intiating warp
not in game to check implants, but i think there was a hardwiring implant that reduced cap when firing weapons but that is all

Sorry if you already know this as well but just to be safe there are mods such as cap relays and cap chargers you can fit to your ship to increase the rate as well.
I have the body of a supermodel. I just can't remember where I left it.

Energy system operation : -5% recharge time (-25% at L5 == +33.33...3% effective cap recharge rate)
Energy Management : +5% max cap (+25% at L5 == +25% effective cap recharge rate)
There are also modules that help increase effective recharge rate, by either increasing your max capacitor amount (capacitor batteries), or by decreasing capacitor recharge time (capacitor rechargers, capacitor power relays, etc) or both (power diagnostic units).
Some of those modules have other effects, some beneficial, some not so good (for instance, CPRs decrease shield booster amount boosted while increasing cap recharge, so not too good for active shield tankers, but ok for passive shield tankers or active armor tankers).
No implants that I know of increase cap recharge rate at this moment... I might be wrong, but I doubt that.
