What I am looking for is a recon to team up with a Cerebus. Which recon ship offers the best compliment to the Cerebus?

The minmatar recons (Rapier/Huginn) get my vote for that. Ridiculous-range webber combined with target painter bonus makes for sad targets combined with Cerberus missile spam. The Gallente ones are also good, with long-range scramble and sensor damps... but I think the web+paint combos better with fast heavy missile spam.

cerberus can't tackle properly so u need some1 do that for ya and + ecm + drone dmg + cap drain = curse

Ummm, the Curse is a good ship and all, but it's not exactly a good tackler. Sure, if you happen to land on top of the enemy it can work... but that's just luck. If you absolutely want to use Amarr recons, at least use the Pilgrim, it can sneak up to the target cloaked. But still, I'd use something else combined with the Cerb.
If you want to scramble the targets, get a Lachesis or Arazu. 36-40k scramble range with normal t1 gear 4fw.
If you want to alpha-strike smaller targets before they warp off, get a Huginn or Rapier. Web + painter + missiles = pod

If you know how to fit your curse - you can have over 7k armour + sick resists as a nos + lots of ecm + MWD heavy tackler.
Or insted of the Cerb - use a shield tanked launcher curse - Does more dps than a cerp and fit in a med nos for lovely 30km+ nos range which has the power of 2 nos's. --- Slot 10 Akemons Modified 'Noble'Zet 5000 implant +8% Armour FREE |

I am thinking scrambling is probably more important than webbing if the damage is coming from missiles. But the Target painting bonus would be nice too. Would the scramble not be more important?

I would get THE CORRECT RECON.
IN this case, that would probably be an arazu. Tackling & dampning 4tw. You dont need painters for heavies, and there's really little use webbing people at 50k if you cant scramble them.
