In order to be profficient in gallente ships, what skills should be trained? Aside from the obvious ship piloting skills, what else should I look into? So far, I can think of drones, armour tanking, and NOS units. What I need to know, are what skills - in a specific sense, will allow me to make use of these things to their fullest. Thank you.

Ugh... look for a fitting and train anything that makes the fitting better.
Nobody is going to sit and list out the many skills needed to be effective in gallente ships.

Drones, armor, MWD (probably) hybrid guns. That's it, have fun.
oh, and remember to use lasers on gallente ships

you still need guns even the gallente have lots of gun ships, epecially blaster boats

all engeneering skills which boost ur capacitor.
gallente have an issue with cap if it comes to sustain high dps and a steady tank in battle. cap is crucial here. train every skill which helps u reduce cap usage as
-controlled bursts( gun capneed reduction)
-navigation skills for mwd and afterburned (increase in duration and decrease in capusage)
-engenneering(overall better recharge and more base capacitoramout),
