To quickly set the story, I've been playing EVE for just under a month now. So far I'm really enjoyig it and I can't wait to get my first BB when I can.  
Now to my question. After reading some of the threads I went and downloaded EVEMon to help in planning my skill research. After browsing through it I see that I have the prerequisites for Destroyer training but I can't train for it. Do I have to wait for some amount of time after I meet the prerequisites before I can train higher skills or is it some sort of bug.

Just buy the skill book and right-click -> train.

Go and buy the skillbook first ;-)
Then rightclick the skillbook and select training

All the skills can be bought at the market. Some are harder to get hold of than others.
But the basic skills (such as Destroyer & Frigates) can be bought at almost any solar system (The price is around 20k ISK, I think).
And as the others said, when you have it in your inventory (ship cargo or at your station's cargo), just right-click the book to start learning!
I see you learnt 'Learning' to rank4, which is good, maybe you should go looking for 'Analytical Mind'-, 'Instant Recall'- & 'Spatial Awareness'-books to boost your attribute and even faster learning! You really think I'm alone ? |

You absolutely need to get those 5 basic attribute skills trained up before doing anything! Analytical Mind, Empathy, Instant Recall, Spatial Awareness and Iron Will. For long-term planning, you're going to want all of those plus that Learning skill you already have started at level V, then you'll start in on the advanced learning books. For now, at least train them up to two or three though. Evemon will make recomendations for you when you put in skill plans.
They'll save you a TON of time in the long run. :)

I'd actually buy and train Destroyers or Cruisers. Get yourself into a ship that you can use to do some good ratting/complexes/missions with. A frigate works but you'll probably have an easier time in a dessy or cruiser. THEN train the learning skills as much as you have patience for. They pay off in the long run as the poster above said but its no good if you get bored being limited in what you can do for entertainment. Unless of course you're having a blast where you are.
