I recently lost my Thorax (while mining..bah) and decided that a vexor would be a better ship (the bult of what i do right now is mining) but for combat situations, what would the ideal loadout be for this ship?

I would look at 3x 250mm rails and maybe 1 heavy ion blaster.

I fitted my Vexor with 2 250mm rails and 2 focused medium beams with UV Ms or X-ray Ms or 2 focused medium pulses with Radio Ms as secondary weapons. This has worked very well for me.
another option is 3 250mm rails and one quad light (preferably named) with radio M.
The lasers work very well than blasters because you can open them up from a distance, combining the firepower with the 250mm rails. They also eat shields rather quickly, allowing the rails to do damage against the hull and armor underneath. They also reduce ammo consumption in the process.
I kind of shy away from far/near combinations (long range weapons with short range weapons as backup) recently. The lasers are very versatile with range while having very good tracking and rate of fire against fast targets.

well I couldn't remember what I can power on the mids, 4x250mm suck the juice

I now got 3 250mm rails and a focused medium pulse (named) with a radio M instead of a quad light as I originally planned. I still have a medium shield booster and an EM shield hardener.
The medium pulse has a range almost as long as the 250s, as all guns fire outside of 20k. It helps soften target shields and deal with closer fast moving targets due to its fast tracking.
