I didnt read all of the above, sorry, but want to make one point clear: I was only billed once for each of my slots so far and i think its the same for many, if not all people. While the dialog says you rent for 3 days, after paying the first bill you get the slot for at least a month without any further costs, allowing people to "grief" rent all slots in many parts of space for neglectible costs. While i admire the energy you put into your thoughts, and applaud many of the possible solutions above, the problem is not the rent and cost system (3 day rent) imho, but that it is not applied atm. I would like to ask all experiencing extremely long rent periods to file a bug report/feature request to improve the devs awareness for this issue. Best thanks ;)

Hexadeimos, how do you figure that factory and/or research slots are rare??? There are loads of them all over space. The problem is people took advantage of the fact that Mass Production and Research skills are not functioning properly and allow you to rent an infinite amount of slots, and the bills are pretty useless since you only get charged for the slot once. They've essentially gobbled up all of the slots that were out there. Maybe that is why they "seem" rare to you.
Another point worth mentioning is that not everyone has the scientist gene in them and don't really care to research items or mass produce them. They'd rather spend their time fighting pirates or mining ore. I seriously doubt making the slots more available would mean everyone and their mother would be researching/producing their own items.
My suggestion is to make the slots rentable on a per use basis. This keeps everyone happy, since you will most likely be able to find at least one vacant slot in every station you dock at.

I'm generally unable to find free slots in 0.0 space. And I've visited a lot of stations. Mayeb I'll get lucky some day. ----------------------------------------------------------

It seems to me that the vast majority of people are missing the point on this issue. The one and only reason that we have such a major problem with factory / research slots is because the rent at any given station does not increase to match the demand for slots.
NPC corps have no AI that adjusts the prices of their rent to ensure they are getting top dollar whilst still maintaining good tenancy. If they did this whole issue would be dead and buried and we'd have a system that worked well.
As it stands at the moment, the rent on a slot stays the same while the value of the slot increases due to decreasing supply and increasing demand. This gap between the rent paid and the actual value of the slot is what has created the entire "slot squatting" market as we know it.
I posted a much more complete description of this solution over here:

Best solution IMO would be to release unused slots, like 1 week not used, slot is avalable for public. Since money isnt really an issue raising the rent fees wouldn't do anything but keep out new players, but this releasing when not used would be the best, because it would involve very much time for 'slot griefers' to keep their slots.

I'm astounded by the number of CCP representatives posting on this forum to say yea or nay to each of these proposals. Face facts: You can come up with the most elaborate system for rebalancing the particular aspect of the gameworld that happens to be your bugbear at that moment, but at the end of the day, it will be CCP that solve it, and they'll solve it in a way they decide.
We'll then see endless threads complaining about the way in which the problem was solved.
I'll never cease to marvel at game forums and their ability to generate waffle and futile rhetoric.
A much more useful post would be along the lines of "Does anyone have any factory or lab slots they could sell me?" rather than "CCP needs to change the game because I can't find a station with free slots." I've seen stations with no rented factory slots at all. Labs are another matter, but I'm saving up cash to buy one from another player, rather than complaining to "CCP" (Read: Other players, and not CCP at all. That's what petitions are for.) that I can't find a free one.
