Is there a guide to a good way to raising a security status. It seems like my sec status just hardly goes up at all. I kill a lot of Serpentis Rats while mining and run Federation Navy missions but it still is only at .9 and seems like takes for ever to go up. Is it just that I don't play that much in relation to other people that seem to raise theirs quicker?

I've been playing for 8 months now, and mine's at 1.2. For the first 6 months, it was at 0.2. Killing rats in highsec will not make too much of a difference. My sec status only started improving when I started taking on the BC's of lowsec. The bigger rats you kill, the bigger the improvement.
Playing more, of course helps.

The "Security Status" tab in your Character Info screen will show all the 'transactions' that effect your security status. This can at least give you an indication of which kills have what effect on your security status.

I think you may also find that its easier to get as you get higher and higer - simply because the increase is percentage based - so going from the theoretical 0.0 you start with (though its bound to be something like 0.01 since youd never get moving without something in there) an getting a 0.025% raise, will be more noticable if you have 8 and get a 0.025% raise.
Unless of course, the percentage symbol in the standings page is misplaced, and its just a fixed raise on the assumption that 10.0 is actually 100% then everything ive wrote above is meaningless.

Security status is increased by the biggest kill in any 15minute period.
So if you log on for 2 hours and wade through 2,000 frig npcs, only 8 will count (and not for much at all, each).
If you log on for 2 hours and you kill battleship npcs, those 8 will be really worth something.
I personally have found that doing lvl4 missions in low sec is far more effective than killing npc BS in 0.0. I don't have any statistics on this, but I have been going from 4.8 to 5.3 and back regularly. (the negatives are purely accidental player deaths *cough*)

Ok so I should just keep plugging away at the lvl 3 missions and the occasional lvl 4's when i feel lucky and brave.
Does the system sec that I am doing missions in matter also? I've been mainly in .7 and up.

I believe it is the opposite of this. Meaning the percentage is of the gap between where you are and 10.
Faction and corp standings definitely work this way, and I am fairly sure (though not certain) that sec status does also. I'm more than willing to be proved wrong here.

Unless you are going to go on a podding spree, it doesn't really matter. Positive sec status is pointless, negative sec status has penalties once you get low enough.
The only reason for getting positive that I can see is so that you can do a bit of pirating without going negative, and hence looking like a danger to possible targets.
Its amazing how many people in low sec see a +5 sec player as no risk to themselves, until they are looking at the inside of the lid in their clone vat

What about for jump clones?

Gloria's correct. The % boost granted by killing rats increases your sec status by the difference between your current sec status and 10.
For example, if you have 0 sec status and kill a 0.5% rat, you'll gain: (10-0) * 0.005 = 0.005%
Fast Talk will help boost this process but only minutely.

Jump clones work off corp-corp standings (and personal for NPC corps).
Security status doesn't affect your chances of getting jump clones.
Besides I don't think Concord or DED stations have medical facilities.
