This is a setup I used for pvp allready, pirating, its tank is not very strong but much better than using a plate and alot less damage.

(If fittings changed you can fit one rcu II and another nanofiber or such, cause this thing has agility like a prophecy) sometimes i swap the scrambler for tracking disrutpor if I have a tackler with me...
The two dimishing nos's do, 108 energy total (54 each), per 4.4 secs if i remember correctly, with LG talismans. its armour is pretty weak with this setup but not too bad, 2.6k armour.

Ashimmu needs faction/cosmos fitting to work decently. try that, it's not THAT expensive.
