zomg i can see this being the end of fleet combat as we know it... hahahahaa inty gank squad sitting by a gate... 15 intys engage and jam your ship... after just uncloaking thinking they are safe... NOT WHAT YOU THINK! haha *unleashes 7 large smart bombs*

I tried this some time ago, and no, it does not work. The recalibration delay on the Cloaking Device does not just affect locking delay, it also prevent any module being activated after the Cloak is dropped. This also includes other cloaks, to prevent a workaround to the reactivation delay by decloaking then recloaking on a second Cloaking Device.

Yep, Its intended this way to prevent this very idea. Its not a new idea after all. When cloaks first came out there was nothing stopping this exact thing and it was used very effectivly. So CCP put a quick end to that.

might work on a ship like a stealth bomber that has no recalibration time. I'll have to test that sometime. Not that a smart bomb stealth bomber would be terribly effective, but might prove useful as a concept prover in case they release bigger stealth bombers later.

Yes, they do. 10 seconds minus one second per level of Cloaking skill.

It's not really relevant, since if you fit two (or more) cloaks, NONE of them can be activated. Active, inactive, offline, it doesn't matter, if you have 2+ cloaks on a ship they all break. And by the way, cyno generators count as cloaks for this rule.
