Ok so ive read pretty much every scanner tutorial i can find. But i still have problems finding targets. It takes me way longer than 30 seconds to try and track a target and even then i mostly cant find them when i have a rough bearing on them.
Please oh pirates of doom. My +1.8 sec status is far too high for my liking. I dont even show yellow anymore *sobs*
I need your help. What am i doing wrong?
I use my overview settings in the scanner. Got all ships, control tower and gates, bubles selected. I start with a 360 sweep, if i actually get a ship on scanner that match's with someone in system, i then refine down to 180, then refine to 90, and so on. By the time i get a bearing they have warped. If im even that lucky. Most the time nothing shows up and i check the stations and their not docked there so have made it to a POS.
What am i doing wrong?
My scanning skills are to lvl 4 If i was to use scan probes the only ones i cant use are the 192's

Experience my dear lad..experience. Just keep at it, and one day you'll see that it almost happens in a fluid motion, so that you can narrow your target down quicker :)
Also, it sounds you've just been unlucky, in many cases people don't realise they're in danger until it's too late. But, most importantly..practice! and more practice.

First, patience and practice.
Second, here is some examples how I check the belts with distance scans. You use directional scans, I personally use 360 scans with different distances.
I have made myself a couple of bookmarks near planets/moons/belts/stations, about 2-3 per system. The bookmarks are named so that I know in which distance I can scan eg 10 belts = 150 mill km, 5 belts = 50 mill km, etc
Then I start with the spot that scans most belts, or a spot where I killed a lot of people already. After scanning 360 with highest distance, I usually scan 360 again with a distance that will cover half belts, etc always further until the target is no longer on the scanner. Then add distance until the target is again visible. Due to the naming of the bookmarks, I don't need to guess the next number for the scan. I also rounded the distances for faster typing, eg 70m,7m, I just have to remove a 0 from the text field and hit enter. If nothing found, move to next scan point.
Don't forget to start scanning already while still warping to the safespot. In some systems you can already scan from a gate, while still cloaked, again a bookmark with notes about distances helps.

It's a wax on - wax off thing.
Keep doing it till you get good at it. Also, personal skills and orientation in 3D space helps a lot.
Been scanning for 2 yrs now non-stop but escador can still kick my ass for breakfast...

The main thing that made the scanner go from "damned contraption" to "damned fine contraption" was realizing that I needed to have belts on my belt scanning overview and selected. 
But no matter how good you get with it, I think it'll require patience and luck. There seems to be a hell of a lot of people who disappear the second somebody they don't know shows up in local. Considering there aren't that many targets in a lot of lowsec belts to begin with, and it starts to look pretty bleak.

I've played pretty much since the game first came out and wasn't not long ago that I finally buckled down to figure out this scanning thing. I basically taught myself through ore thieving and a lil can flaging using the "Crouching Shuttle Hidden Manticore" technique. 
Yes I know not liked by many and really not profitable but damit it taught me how to quickly find who was where and with what.
Try going to a safe system like Maurasi with a reasonable amount of belts with many mining ops(farmers) and practice scanning where they are. There are 12 belts arround Maurasi XI, so now warp to a moon 5 XI or planet 1 XI and now you will be surrounded by the belts and at a close distance to them.
Now zoom out from your ship so its smaller and pan arround centering it on a belt hit your scan button on your scanner, nothing, pan to the next belt etc.... Play with your angles, start with 30deg and set a suitable distance that you find works. You will be able to eventually pinpoint within 5deg angle but use a larger one if needed.
Its a good way to practice, worked for me. It will become second nature in no time.
I mentioned Maurasi because it holds many day to day farmers on all the time so it makes it easier to practice.
I'm not a pro, but hell of a lot more efficient.

Scanning a fun thing because it is about player skill, not character skills. Here's some more disorganized advice
Scanning is a matter of narrowing down the odds. It's sometimes worth it if you have your target down to say two belts to just jump to one of them and see what happens, jumping to the other if the first missed.
There are also little techniques that you can get used to such as if you have 4 belts on your scanner and a target, and you narrow the angle and now there are only 3 belts and no target, then you just worked out what belt your target is in.
Make sure that you are able to actually see belt etc. icons in space. This can help your scanning immensly. If you have the target narrowed down to three locations, you can just line your self up in space and do a scan on each of the three to quickly get there.
Clicking on an object in the overview makes its icon have a square around it in space. This can be extremely useful.
Knowing when to recognize that your target is in a safespot is very important.
Local can help give you hints as to your target's location. If they just appeared in local they are probably near a gate. If they have been around for some time they might be at or near a station or at a belt.
I have several overview settings set up just for scanning. Scanning with Moons, scanning without, scanning with NPCs and without, scanning with shuttles and noob ships and without.
The main things you want checked off most of the time are: ships, planets, stations, belts, gates, beacons. Optionally you'll want to look for control towers, belt NPCs, mission NPCs and various other stuff as the situation warrants.
You are still allowed in high sec space so that's a good place to practice scanning. People are less skittish there, so you can safely warp in on them/near them which whill help you get the hang of it.
Scanning is not just about narrowing your angle. Sometimes you need to widen it just to check that the ship hasn't moved to a different belt.
Setting up safespots between objects that are like 20AU from each other let's you 360 and then quickly 180 to give a fast way of checking two places at once. Once you have a direction, warp to the appropriate planet/a safepot in that area and start phase two of scanning.
Remember, PvP is often about a lot of waiting and warping around. The 30secs scan is the ideal but it will not always happen. Remember, oten when people warp away its not because they saw you, it's because they had places to be. A lot of targets will give you ages to warp around the system and track them down.

I think all the good stuff has been said already, but here is a summary of what I tend to do:
1. Jump into system, scan at max range (14AU aprox) and 360 degree.
2. If I pick something up, I look at overview (with belts and planets on it), and see which belts are in range
3. I put scanner on 5 degrees (still max range at this point, no need to change it yet), and ping each planet/belt. As they'll be generally over 1AU away, they'll be clustered together and you can ping all the planet's belts in one go (you can do all this while still post-jump cloaked).
3. If I pick something up, warp to the planet, reduce scan range to only include all the belts (1AU = approx 150 million km btw), put scan on 360 degrees and see if they appear.
4. If so, you can reduce the range to exclude one belt at a time and scan till you find which belt they're in; or, keep same range, reduce scan to 5 degrees and point toward each of the belts in turn. Bear in mind that they could be at a station or gate if those are in range.

Yeah it really is just experience. you should be able to get someone to say 60degrees in only seconds and then i often just guess at 5degrees if there is like 1 or 2 belts and they look like they're ratting or somethin. after using it for a long time u become instinctive and can find targets within 10 seconds.
