I just reported some that I suspect to be macro miners... I was wondering... is it illegal to steal their ore ?

yes, it's illegal from a CONCORD perspective (but that doesn't mean you shouldn't do it) - as you aren't in a postition to declare 100% that they're macro-miners (only CCP could really confirm that) so you could well be griefing another player.
personally, if i ever see what i suspect is a macro-miner (ie, Abdef4546) and they don't respond to convo's, eve-mails, etc, then i will HAPPILY and with GREAT GLEE steal their ore, then hang around in the same system hoping that they try and take their revenge :P
i've yet to do this and it turn out to be a genuine mistake, but i've always eve-mailed the suspected miner and told them that if they convo me i'll give them not only their ore back, but also pay them the market value for the ore I stole (so they would effectively double their money for the inconvenience) and have never once had a reply.

I was in Tar VIII - Asteroid Belt 7 now... I will grab as many cans as possible... preferably before anyone else gets there!
edit:I see now that all the belts are mined and cans are all over the place!

What's the penalty for stealing from them ? Do I lose Concord rating ? or any security rating for it ?

Erm, even if their not macroming, its fine to steal their ore, they will simply be able to shoot yee.

No sec hit, only penalty is they and anyone in their (non-noob) corp can shoot you for 15 minutes. Since every macro I've ever seen is in a noob corp, it's usually no big deal, actually no one has ever fired on me for taking their ore, or even locked me.

There is no need to report. The game mechanics already punish you if you steal ore anyway.

The best thing is taking a Battlebadger with a smartbomb fitted into .8 or lower and usually there the barges will have drones out. Well, these are the ones who have the highest chance to lock you and attack you, cause they think your just in a regular hauler. The shock comes when they sick their drones on you, you pull away from them, smartbomb all the drones while tanking their dmg, warp scramble them, and proceed to scoop their loot.

Also if your lucky enough to come across such a stupid farmer, and your not in an NPC corp, be sure to have a nice fleet of your corpmates out in space and ready to warp to you 
Last time i was in Jita, i found 8-10 of them, all with similar names, all in Mackinaws, with T2 gallente transport ships for hauling, and they were very cautious, always scooping there cans to cargoholds as soon as i warped in, the trick i count was to make a safespot within scanning range, warp in then bookmark a chunk of ice that was 15km behind them in my opposite direction of my SS, then…
Warp back to safespot, set your overview to only show jetcans, then spam a narrow angle scan in the direction of the ice belt, as soon as you see a few cargo containers, warp to your BM’ed lump of ice, hopefully land right on top of one of the Barges / Exhumers before they’ve even seen you, and thief away ice to your hearts content!
Rince and Repeat!, adapt your BM’s as they move around (they will, even farmers get annoyed) and above all if you see a can that your too far away from to scoop, and you see a farm-hauler going for it, engage that Afterburner and bump his hauler off course, they are usually so slow to adapt to a good bumpage its actually hilarious!

aslo the 2 1 man corps at war and a 3rd NPC alt trick - simply invite them to gang warp em out and blow em up they ignore convo requests but are generally quite happy to accept gang invite from NPC corpers this netted 5 macroers in 1 hour the other day
