Much too tired to write up a full story on this so here are a few points to wet your appetites and get the discussion going:
Who are these Drifters?
CORP : Vigilant Tyrannos
Ticker: VI-TY
HQ: 3-CE1R VIII - Moon 5 - Prosper Vault (see below)
CONCORD intelligence reports indicate that Drifter military formations are operating under a single command structure represented by an enclave level organization with the designation 'Vigilant Tyrannos'. Despite monitoring the movements of ships broadcasting the identifier of this organization, no further information as to the motivation or goals of this force has been gleaned.
FACTION: Drifters
Emerging from the ruins of the Sleeper civilization spread throughout Anoikis GÇô otherwise known as 'W-space' GÇô the Drifters represent a tremendous challenge and perhaps a dire threat to the empires and capsuleers alike. Seemingly the inheritors of a legacy left behind by some of the most ancient Jove, the Drifters are unafraid to wield tremendous power in response to any who get in their way. In this regard, the Drifters are a very different conundrum than the relatively benign presence that was the Jove Empire.
Their Leader (CEO): Tyrannos Strategos
[Description] By all appearances and indications the Drifters are members of the Jove race, albeit far removed and with a strangely altered physiology. The high degree of cybernetic modification that Drifters exhibit seems to go hand in hand with an implacable single-mindedness and utter ruthlessness while pursuing their mysterious goals. Whatever their ends may be, the technology at their command unquestionably rivals and perhaps even surpasses that which other Jove have been seen to use.
JOVIAN EMPIRE
The Jove Empire is isolated from the rest of the world to all but a selected few (ed; read SOE). The Jovians are a mystery to the other races, fueled not only by their elusiveness, but also their highly advanced technology, eons ahead of the other races. The Jovians have been civilized longer than any other race in the world of EVE and have gone through several golden ages, now long-since shrouded in the past. The current Jovian Empire is only a pale shadow of its former self, mainly because of the Jovian Disease - a psychological disorder that is always fatal.

CONTROLLED TERRITORY: To numerous to mention (all in Jove space) except for these selected systems of note:
Constellation 0VFS-G has 6 systems Q-KCK3, 3C-261, 9K-VDI, U8MM-3, 4-IPWK & L-SDU7. And next door to that the constellation B-HLOG with 7 systems: PU-1Z8, VM-QFU, IEZW-V, B-DXO9, 1TS-WN, 16-31U & H472-N.
What makes these noteworthy is that the systems in both these constellations now have active gates connecting them, but not between constellations. and that no gate connects to the HQ system 3-CE1R.

Academy of Aggressive Behavior
Description: Most Jovians have had their aggressive instincts curbed or even removed through genetic engineering. The Academy for Aggressive Behaviour, responsible for training space cadets, uses the latest in gene therapies to re-introduce the base instincts to their students to ensure the animalistic nature of humans, so important for fighting, is alive and fresh in them.

As for the Sleeper Battleships that are now appearing in and around the Unidentified wormholes they are opening with the aid of a twin pair of constructs of some sort?
DRIFTER BATTLESHIP (ItemID#[34495])
CONCORD's analysis of this battleship has been hampered by its advanced hull and shielding. The propulsion system is unfamiliar but tentative theories have suggested that the vessel somehow directly interacts with the fabric of space-time while moving. The standard weapon systems of this ship appear to be semi-autonomous and effective against a range of targets, with an extremely dangerous primary weapon held in reserve against those this ship's commander considers a significant threat. These units will hunt u down if attacked & will reengage you if you return at a later time.
Threat level: Critical (while when using their DD weapon they Alpha any ship (including capitals) One recently recovered video record shows that it took two shots of their main weapon to kill an Actively defended POS tower.
CIRCADIAN SEEKER
Ship: Circadian Seeker
Class: Roaming Sleepers Cruiser
The design of this Sleeper drone is unlike anything that has been seen to date. The drone explores with a mechanical indifference to the monotony of its task, executing each new maneuver with a flawless, unthinking precision. {ed: Note that while it is considered unmanned and therefore a drone CONCORD has classed the hull as a sleeper cruiser}
{Recent Chance in Activity: Now respond to attacks and will defend themselves and the newly seen Drifter battleships have been known to come to the defense of attacks on Circadian Sleeper ships - suggesting some tie between the Sleepers and the recent appearances of the Jovian Drifter Class Battleships. engaging with them is considered by crime watch as PvP under its rules of engagement and you will be assigned timers. Unlike when engaging NPC rats)
These drones scan anything from asteroids to gates, causing strange effects even for a time after the scans are complete and then return to the recently uncloaked listening posts and download their gathered data.
