It looks like a good deal to me for all I know (not not good with hardware), except it has an itegrated graphics card. But its not going to be used for video games. Shes probably going to get it unless I can come up with a better offer somewhere else.

It is $400 after rebate. Is this a ripoff? If so where can I get a better deal that doesn't require knowing alot of knowledge.

you should get a dell tbh ! there cheaper , and she isnt going to play any games with it anyway :) so no need for p4 just get a celeron or summit

Dell is the anti-christ.
Customer support is non-exhistant, you can't order new parts for your system UNLESS it's Dell (bios rejects everything, even if you flash it) they NEVER send you what you ordered (I ordered a 19'' LCD, they sent me a mouse and keyboard) let's see sha'll I go on?
Oh yea and the box comes all ****** up.

Well, other than saying "Dell Sucks", I looked at the specs and for a non-gaming (re. word processing and internet) computer, this PC is fine for the price. Even if you went for the low-end Dell, you would still be looking at around $350-400, mostly likely with a celeron processor. Here you get a P4 (slightly older, sure, but still better than a celeron) with a decent hard drive and 512 ram. For this money, its OK.
Things you may want to change in the future on this machine: 1. You may want to add a DVD-RW, as currently you can't burn DVDs... no worries, you can find decent DvD-RWs for under $50, if you Mom really needs one. 2. I would definately go with an extra 512 ram ASAP (minimum). With 512, most slowdowns you enounter will be from a bottleneck associated with the ram, not the processor. Get to a 1024 ram as soon as you can.
Again, these are things that don't need to be done right away, as the computer is functional right out of the box. But believe me, you will want to increase the ram very soon.
