Okay Ive been to 20 + systems looking for blood raider privates (lol) for sec rating 0.5 to 9.0 none of the raider ships in 0.6 or 0.7 drop any tags at all. Yet ships in 0.5 drop a healthy amount of bronze and silver tags.
Infact somebody has cleverly caught on to the idea that blood raider copper tags are rarer than gold tags  and is charging 599k isk for them on the market . He must have got them from somewhere, does anyone know where you get these tags!!!! I ain't paying 2.9 million for 5 tags when the next level up is selling for 80k each.

He probably put some decent buy orders on the market and is now reselling the tags for a decent profit.
Either grind 0.5 rats yourself or make up some buy orders.

With the introduction of npc battlecruisers and destroyers the values required for tags changed. For example a gold tag used to drop from cruiser carrying 100k+ bounty, now you need a HAC with 300k+ bounty to get one (could be less but haven't gotten one from a lower bounty npc).
If you feel there is a problem (with patches there usually are plenty) and some tag type(s) are missing I suggest you to bug report it. That way ccp will be made aware that there is a problem.

I've received several blood raider copper tags from rats in 0.1
Guess it depends where you rat.

I had few weeks ago also ,i guess the same mission ;),deliver 5 copper tag's but it where Angel ones so other system other reigon anyway ,had to ask around for 3 days before i got 5 -_-
Buying was no option over 5 m was asked 
You could make a petition ;) there dropping very rare from rats.
