Ok after 6 months of playing i've finally given in and decided to swith from amarr to caldari for the purpose of mission running. I'll be using a Ferox for level 3's (and eventually raven for lvl 4's).
I've never really shield tanked before so would like to know the bare bones shield related skills needed to tank lvl 3 missions ( i do have a few shield skills from when i first started playing.... you know back when i thought my punisher was invincible coz i had a shield booster and an armour repper!!  )
plus i'd like to know if T2 missiles are a "must" for level 3's?

- shield operation 3 - shield management 3 - missile skills either at 3 or 2 (with the exception of launcher operations at 4) - drone 4
and setup:
- Heavy launchers (a couple of named ones, not the best kind, 2 limos + 1 malkuth), med railgun, tractor - 3 harders/invulnerability field + 2 large shield extenders - ballistics control II, 2xshield power relay, PDU 1 - a 3% shield recharge hardwiring I looted from a mission
as you can see the only tech II I'm using is the BCS. fairly inexpensive setup and low skills, but missions are a breeze in this. you definitely don't need very high skills or lots of tech II modules. I've done a lot of the harder missions in this just fine, illegal activity, tech secrets, even angel extravaganza (not bonus level of course). the only mission I had to warp out on is "downing the slavers" 2/2 - warped right in the middle of a boatload of ships and four sentries, went a bit into structure (underestimated the warp out delay)

Shield operation (5% regen per level), shield managment (5% more shields per level, thus more shield regen per second), shield upgrades (required for fittings and to reduce fitting needs) each to four, plus tactical shield manipulation to at least one (for invul fields, level four if you want T2) are basically the meat of the passive shield skills. The resist specific shield compensation skills are nice as well.

My "Pefect" setup.
5x XR-3200 Heavy 2x Tractor Beam
3x Best named or T2 Extender 2x Mission specific Hardner (Active)
2x Shield Power Relay 2x BCU (T2 is preferable, obviously)
Every mission, no warpouts. My skills are quite low.
