I've been toying around with a dual monitor setup for EVE recently where I have 80% on the main monitor and 20% on the secondary. The secondary then holds less important information like some chat channels, station services and other things. It's pretty nice. But, some pop up windows and icons in space shows up a bit wrong or on the wrong monitor. So I would like to be able to define what part of the EVE window that is on the main monitor so things open and shows there. A bit similar to the camera center function but for all the small stuff.

This is already possible. It's one of the options in the graphics menu, just can't remember the name of it right now.
EvE is hard. It's harder if you're stupid.
I couldn't have said it better.

Ah, Offset interface with camera. Thanks, didn't notice that one.
But icons in space are still shown at the outer edges which in my case is on the "wrong" monitor. I assume it's even worse if you're on a three monitor setup.

No, one of the drop down menus lets you set which monitor your basing the client on.

I'd like it if I could create an entirely separate window to push some of the clutter onto.
The main window would, of course, be the Space View, with the ship control panel. Then the secondary window (with some other non-space background) could host the d-scanner, chat channels, drone controls, inventory, market data, and other crap that I'd like to see without it obscuring my view of what's happening in space. Put Neocoms on both.
EDIT: And maybe allow multiple versions of the Overview with different settings simultaneously. |

I think that idea has come up a couple of times. Then you could easily put the fitting window there, remote view it from you tablet, and refit your ships or something while you're on a bathroom break
