Same drone loadout.
The conflict? #1 lacks nos and has very little agility but has a great tank (imo, discuss). However, agility isn'ty exactly required with an Ishtar and it can sit back and drone/ewar/tank. However, the second has an incredible amount of nos but is slower and has a weaker tank. The 10mn AB II scares me. =/ In a one vs. one I'm not sure if the tank would hold out longer than their cap/tank. Also, it's a more fragile and lest versatile ship in gangs. They both have strong points as well as weak points. What do you think?

If these setps are for PvP i'd go for the 2nd one because of the warp scrambler (an obvious necessity) and the medium nos are a must in my opinion. Personally, i'ld take out all the low slots on your 2nd fitting except the MAR II, and put in a shadow serp EM and Explo hardener (not too expensive if i remember rightly) and 2 EANM IIs.

Lvl4 mission setup: high; 2x med nos, 3x light neutron blaster II's mid; 1x T2 AB, rest cap rechargers low; 2x med armour reps, 3x active hardeners
Can solo almost all lvl4 missions, using t2 drones.
As for PvP, I'd leave my 250mil ship in the hangar and haul out a Vexor 
To infinity... ...and back before lunch
