In one of my agent's description it list a commodity for sale, yet I have yet to figure out how to buy from the agent; nothing allows it through communicate with agent.
Is it a yet-to-be-implemented feature or is it there just for show?

I've had several agents that had 'Slaves for sale' but only one of them actually gave me the option.
So it is implemented, but seems a bit patchy.

I have only made experience with slave selling agents.
The black market service only works in low lvl systems. I have one in a 0.1 who has the slave buying option available and several in 0.5 or higher where I can buy nothing.
Buying slaves changes your faction standings.

I've had things like that kick in as your standing* with the agent increases.
*standing = working long hard hours for a pittance whilst the agent sips Dairy Products and eats Frozen Food and in no way implies one of the various figures associated with the agents matters

The commodity ONLY becomes active after you do enough missions for that agent (personal standing). It does not matter what security status the system that the agent lives in is.
This is not true of the majority of the other services as far as I can tell.

If it's meant to activate after a number of missions then it must be a bit flaky. I have a lvl 3 Amarr agent with 250+ missions where the slaves for sale did not become available, and a lvl 2 Ammatar agent who offered the service as soon as I met them.

my agents with the black market service "slaves for sale":
located in sec lvl 0.8 - no slaves to buy
lvl I, awesome (agent +18%, standing +5%), 33 missions
located in sec lvl 0.6 - no slaves to buy
lvl II, average (standing +3%), 2 missions
located in sec lvl 0.9 - no slaves to buy
lvl I, mediocre (agent -16%, standing +7%), 34 missions
located in sec lvl 0.1 - slaves to buy
lvl I, awesome (agent 17%, standing +4%) 3 missions
