I prefer ship-specific ECM because it's smarter, more effective, and is useful at any range.
Dampeners are useless under 20km anyway and your target could just warp away any time.
Having said that, dampeners are very useful if you want to pick a ranged spot and just hit people as they pass by.

Ship specific jammers aren't very useful unless you know what type of ship you'll be fighting or have several EW vessels, though. If you're attacking a known enemy, they're great. But if you're attacking "whoever happens to jump in" or "whatever pirates happen to come along" I can't see them being that great. So for blockading, I'd say use multispectral jammers or dampeners. For attacking a known enemy, the specific jammers look good.
Of course I haven't actualy used either personally since I like Amarr ships... 3 mid slots does not an EW ship make!

If you're in a role playing war for example, Amarr corp vs. Minmatar corp with in race only ships, you should pretty much know what you have to use (though you have to use EW frigates like Vigils and Crucifiers and not Blackbirds).
But trying to hinge your bets that you will meet only Caldari and Amarr is a big risk, considering the popularity of Gallente ships, especially the Thorax and the Dominix. Then again, there are also good numbers of Ruptures, Stabbers and Tempests out there.

The last thing I need in a big battle is an oppenent managing to target me after I sensor dampened him and considered him taken care of (this happens more frequently than you'd believe, since most BS owners with experience bring a sensor booster to battle).
Sensor dampeners are fine for piracy, when you're preparing to gank anyone at all, possibly with a single ship. I know what ships I'm facing when I go fighting (or set up several ships in different ways...one to take out Caldari, one to take out Amarr, etc.).
EDIT: And anyway, you can set up your ECM so that you can handle most types of ships. Say, one ECM v.s. each race + 1 multispectral? That's 16 strength across the board - enough to handle any ship with standard setup (no ECCM). ------------------------------------------- "My main griveance with the Caldari state was that once I had finished my work for them, they wanted me dead."

Er... No? At least not if you use 4 of them - and rare ones are MUCH more effective. With my 4 phased muon I can get a BS without sensor boosters well under 10 km, even with 1-2 sensor boosters it doesn't comeas over 15 km.
