Ok so i read the devbchat and saw that they still did not decide on a solution to POS and sovereignty and stuff.
So I started thinking about this awhile ago and came up with some thoughts.
seperate POS and sovrereignty. Create another player created structure that can be anchored in a system. We can call it a fortress or something. you can anchor on the suns grid or something. But only 1 per system. In my mind this structure has high HP, and High tank but no other defenses. Players have to defend it. It is not destroyable. It has no reinforced mode. And requires no fuel. You build, and leave it alone. It can be taken at anytime.
You can no longer claim system sovrereignty, only constellation sovereignty. To have this you only need to have 1 more fortress in the constellation then anyone esle.
For the fortress itself i think it should create a giant warp disruption feild over the entire grid it is in. Also it should probably be made so the fortress needs to placed roughly in the middle of the grid, to keep people from placing it right on the edge. The sheilds and the armor of the fortress can also be remotely repped by defenders during the fight. I think they should work it out so it would take at least 3-4 dreads to take it down (but that would take an hour or so). Thus to be effectively take it down quickly we are talking about 10-11 dreads to take it down in roughly 30-40 minutes of firing.
The way i would have this grid work is you can warp in to the grid at any point, but need to slow boat it out of the grid to warp out. For me what this does is force the attacker to commit its forces to the attack, and is part of the defensive nature of the structure. While the attacker gets to choose the time and place of the attack, once the attack is launched the attacker is committed. I think this is also something the devs like and can be seen in the seige mode on dreads. Also once the defender decides to counter attack, their forces are also committed committed. With not active defenses like batteries, both attacker and defender would be affected by lag equally without one side haveing to deal with an non-player entity that can should through lag.
Because of time differences and things. There would need to be a timing mechanism on the exchange of sovriegnty. So you can loose sovreignty overnight, as it is with the current system, but the other side cannot gain sovriegnty overnight. Something akin to you need to control the fortress for 6 hours + a downtime or maybe more. You would want to discourage people from attacking while the enemy is asleep or at work. This would prevent someone from launching pre downtime raids on fortresses. A two downtime requirement might also work. Just something that forces people to actually fight, rather then use timezones to win.
I also think this would add some benefit to the Titan as it would be able to fire its nice big gun on ships that cant leave the grid. Could be overpowered a bit, but i dont think we are going to see tons of titans running around anytime soon (hopefully).
I dont know if its a good idea or not, but it think it might be fun to have fleets fights, where it isnt always warp and seek (leave that for small gang fights), and there will still be plenty of that around gates and the rest of eve.
