BUT...
Aren't they supposed to be fugitives from justice? why doesn't CONCORD have an elite squadron of pirate hunters that goes out to known pirates hangouts and hunts them? After their pods are taken back to CONCORD HQ so they can face trail for their crimes against the galaxy and are striped of assets they have gained over a set period of time though illegal means. After sentencing they have to spend a week of RL time in a penal asteroid belt in a basic ship with basic mining laser mining 500,000 Veldspar a day or lose skill points due to radition poisoning from the system's star. 
Acquaintances of the convict could if planned well, organised a break out and free them from their week long misery.
Make pirates exactly what they should be... fugitives from the police and hunted down like they would be in any system with halfway towards decent law enforcement.

oh yeah Tekesh, the day I pay you 12 million for passing through Aunenen in a next to empty industrial when I have no implants and can buy a new clone from the station I was heading to anyway is the same day you eat the wheat out of my fertilizer.  ________________________________

Biomass Cartel I mean c'mon, just think about it. What would make more sense then the 3 most hated alliances teaming up to lay waste to the people they all hate anyways? CA is already allied with PA, and TPS lies between the two alliances. Natural allies to be sure. But it's not just that, all but PA (and even some of them) have adopted a "stfu and die, or come and fight us, we don't give a **** what you think or do" philosophy, as well as a PvP Kill everyone not friend kind of mentality. These are the people in eve that kill or convert, the ones dedicated to the death of others, because history, circumstance, and the rest of eve have driven then to do so (except TPS, who are just cool ass pirates ). |

I think you guys are missing the point.
If you'd bothered to read properly I wasn't attacking pirates for what they do or how they do it. Even though I do find some of your methods questionable to say the least.
I WAS trying to come up with something resembling what we grown ups like to call 'due process' which seems to be sorely lacking.
At no point did I say that the CONCORD should be unbeatable and guaranteed to bring you in.
Yes my idea of punishments may be harsh but punishments aren't meant to be fun and how is losing assets and having to mine for a week or more any different from what you force on others? Don't like the idea of the boot being on the other foot?
And wouldn't you prefer something to do (i.e. planning a prison break for one of your buddies) than sitting on your ass staring at the screen for several hours and hoping some newbie such as myself will jump into your camp?
Trouble is with you guys is you instantly take everything on the forums regarding pirates as an outright attack...

They have established firm bases (often in closed or secure 0.0 space) and have built up their skills in wars or doing local security. Right now they are beginning to do exactly what you are talking about. Read crime and punishment and the General forums for examples of the actions of Evolution, Doped players, KIA and many others I am forgetting about.
It isn't as profitable a job as pirating (see paragraph below) but well established players have the skills, experience and assets to do something else profitable with an alt, another account or in their spare time. It is also a MUCH more manpower-intensive job than camp-pirating, as it usually takes 1-3 players to kill a stupid pirate (Darwin award in the mail) but many more to kill a smart one (keep him from logging, or escaping from jumping out).
The role you are talking about *should* have come from release in the form of professional bounty-hunters, but CCP never did fix bounties (which since clones got fixed/added pirates collect from their friends by mutual agreement 100X more often than a good bounty is collected by a bounty hunter).
Since bounty hunting is not at all profitable, those who actually believed the advertising and wanted to bounty hunt from release have to quit or choose another way of making their Isk, much like black marketeers. (I REFUSE to consider full-time chainspawning to be bounty-hunting. It is rat-farming, uses different ships and loadouts and bears no resemblance to PvP at all.)
As for the original idea 1/2 the occupations in the game are nerfed, why nerf piracy too? If anything they should find a way to eliminate the "pod myself" exploit. Personally I'd set bounties as a percentage of the full insurance value of the pirate's ship, and you get the points for shooting them out of their ship, not killing their clone. So if they were only in a shuttle, you'd get 5K Isk max for shooting them up, nothing for podding them or killing their noobship and say 100 mil max if they're in a lvl 2 Battleship and have earned over time and evilness a 100% bounty.
Granted there's still a potential for joint insurance/bounty exploits and an eject/self destrust way to deny the bounty that would need to be thought out first, but this would make it worthwhile to bounty hunt pirates in battleships (big risk!), and eliminate bountied players climbing into a Velator and splitting their own multi-million bounty with a mate.
PvP is the only excitement there is in EVE, and accounts for about 1/2 of the interesting content as well. Most people found the Biomass attacks on the NVA and the attacks on Biomass by other alliances and law-abiding types a heck of a lot more interesting that most of the storyline CCP gave us this past 2 weeks. The only other thing that might be interesting is NPCs with *more* brains than a retarded hamster.

Personally i'd have people passing certain tests before they are allowed to have net access, but that's another story
Pirates should be locked up in cages once caught red-handed and found guilty of crimes against humanity. (Jail time)
Of course other pirates could organise a jail-break if they wanted to

I wouldn't have the pirates hunted by the police in 0.0 systems
Once they venture into say 0.5 or above, then yes. If the pirate should hang around for any length of time, get the police after them, cause they are fugitives after all.
If my memory serves me correctly, going back to Elite on the BBC and Commodore 64, once you were a fugitive, if you went near stations, the police responded with deadly force
Once a pirate has got a bad reputation, there is no way in hell, they should be allowed to dock at stations in 0.7 or above IMO |

Do I go out of my house armed and hunt criminals? no. why? Because I pay my taxes for other people (i.e. the police) to do that job for me.
As Darth said, if criminals were hanging around in the same place for a while the police should take an interest and investigate. I certainly wouldn't want police roaming off into 0.0 space hunting you guys but it just makes sense that they would patrol regions under their own sovereignty where their citizens are being robbed and murdered. My example of NPC law enforcers was probably a bad choice, could just as easily be PC bounty hunters bringing your pod back to CONCORD HQ for trial if that makes you feel better.
This thread was never intended as a 'Oi, heads up CCP! Pirates are a bunch of a$$clowns, please nerf them into oblivion until they quit!!'. Which you seem determined to twist it into. It was intended as my idea of a fun and interesting judicial system. So please take it with the pinch of salt it deserves and try and get into the spirit of someone's post before you go off in a squawking rage about how someone is vehemently anti-pirate when they are not. ________________________________

I agree there are too many pirates, basicly if there will be more pirates the eve economy will crumble down.
Were at 800 pirates allready, from the 35000 user accounts.
You may say their a minority, but due to wars, territories there are allready a huge ammount of ships lost.
Also for every predator, there should be x number of prey, therefor the ammount of prey can not be aqual to the number of predators.
Increase in predator will mean an decrease in numbers, this is a real life theory thats in basic a theory what can be applied to this game since its sort of a simulation of real life.
Decrease in prey will result a decrease in predators, what will increase in prey and this will make a "circle of life".
Basicly what im trying to say if thats when there are too many pirates in this game, some people will get shot down on a regular basis and therefor say: **** YOU! IM GOING TO PLAY WOW, FF11 etc.
= less ppl who play the game.
= Less ppl to shoot down for the pirates.
= Pirates leaving.
= game over.
It can or cant happen...

To many pirates in the game, but to be honest if you wish PVP, pirating is the only real way to get it constantly.

:Pirate: Person on a ship who robs another ship at sea/in space or raids a coast.
Funny I have only seen a couple of true pirates in this game no where near the 800 or so claimed. Hiway robery/Piracy is a skill. What you are calling Pirates are no more than street thugs with the "We'll destroy it & see whats left over" mentality.
I've yet to come accross a real pirate. The 'pirates' you refer to are nothing more than the thugs that wait around the the corner for the defenceless pensioner thats just visited the post office to draw their pension.

You waste 70% of your playing time cruising through empty 0.0 space on the hunt or camping a gate / jump in without any traffic.
Concord is not responsible for your safety in <0.5 systems, that would not make any sense... or would you like to see an organized Guristas battleship fleet invading a 1.0 system?

great ideas. miners could pay taxes for police to kill NPC pirates, too. you could then buy the loot from a bot on trade-channel.
sounds like one hell of a game to me!
seriously: yes, more interactive police would be a good thing. but the real idea is for players to do the hunting, and ccp just doesn t help them to do it. --> real problem.
