Up for auction is my Covert Ops pilot. I purchased him a while back for scouting and fleet battle work, and now I find I don't use him very much. He only has 1.8m sp, but unlike a lot of low sp alts, his sp isn't wasted in advanced learning. He is a scout alt, and that is all he knows. The only learning done is that which was suggested by evemon to speed up other skill trainings, and as such, he is super specialized. I would not suggest buying him as a 'low sp starter character,' but as a specialized scout, to silently scout for your more expensive ships and cargo.

Electronics V and Electronics Upgrades V are required skills for cloaking, so yes, he does have them.
