It's entirely possible someone blew them up.
You have a couple of options.
Wait for someone else to anchor one, and hope the tax rate is acceptable.
Anchor your own, and hope the same group doesn't go after yours. (or fight them when they do)

You can also simply launch them into orbit. But this isn't nearly as cost effective as as using a POCO, unless you factor in the cost of building a new POCO. |

I think if no new private customs office was placed, it used to be a new NPC customs office would spawn during downtime, in empire space (not 0.0 or wormholes). Its been quite a while since I've played with PI, I'm not sure this still happens. |

lel no. Interbus will not spawn a new POCO.
The only way I know of for a POCO to go away is because someone blew it up.
As one person said, you have 2 options: anchor your own and hope no one blows it up. Or launch your stuff into orbit and fetch it. However, option 2 means you have no way of importing to your factory planet if you do that sort of stuff.
Actually option 3: Tell someone that there is a planet without a POCO and hope they anchor one.
