Are you allowed to be logged in with two characters at once? As in if I wanted to give money from one of my characters to another, is it possible for me to log in with one, then alt+tab out and open eve again, and log in with another character?

If on diff accounts yes.
If on the same account, look up your alt in people and places, right click on their name, and click give money. Viola.

You can also give items by using the Escrow system. Simply limit the escrow to your alt's exact character name, and then log in the alt to claim it.
Double & triple check the information you enter at the escrow screen, btw. There have been many instances of people escrowing goodies to someone with a similar name... You're out of luck, if you do that.

You don't need the recipient character to be logged in to send money, as it is handled like electronic banking. All you need it to look up the name of the person you want to send money to in People & Places, right click "Give Money". Just double check that the person is really the right one, as you can't reverse a transaction once it is placed. The money is transferred instantly.

Note that both Give Money and Escrow are not available on trial accounts, but are available as soon as you activate your account as paid.

thoughed that the escrow was available on trial, oh well I don't use trials anymore (at least not for eve).

Used to be available, it was removed recently. When I did a trial a few months ago it worked, but because of abuse it has been restricted.
